Anticipatory staffing

The intent of the process is to create a pool of qualified candidates to staff current and future full-time indeterminate positions for one of the locations indicated for this process.

A pool of qualified candidates may be created and may be used to staff similar positions of varying tenure (indeterminate positions, term positions, acting appointments, transfers, assignments or secondments) within ECCC.

Education:
A degree from a recognized post-secondary institution, with acceptable specialization in social sciences, statistics or a field related to law.

Note:
Candidates must always have a degree. The courses for a specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
The "social sciences" include economics, political science, sociology, anthropology, history, psychology, geography, criminology and other disciplines associated with the social sciences.

Degree equivalency

Experiences:
• Recent* and significant** experience developing and delivering strategic advice or analyzing complex*** policies, and making recommendations to senior management****.
• Recent* and significant** experience in planning, implementing or managing strategic initiatives, programs or projects.
• Recent* and significant** experience in representing and promoting the interests and positions of an organization (governmental or not) with external entities such as federal departments, other governments, Indigenous representatives, the private sector, or other stakeholders.
• Recent* and significant** experience in supporting the preparation of documents including briefing notes, PowerPoint presentations, and other strategic documents intended for senior management****.
• Experience in establishing and maintaining partnerships with stakeholders from different sectors (Indigenous communities, environmental organizations, etc.) helping to advance the commitments of an organization.

*Recent experience means experience acquired within the last five (5) years.
**Significant experience means that the candidate has completed complex and large-scale files in a wide variety of situations over the past three (3) years.
***Complex is defined as involving a high degree of analysis, many stakeholders and connections, a variety of implications for different aspects of a sector, and the integration of information.
**** Senior management refers to the level of administration (e.g., Director General, Assistant Deputy Minister, Vice-President, Deputy Minister, Minister or equivalent).

• Significant ** experience in managing human and financial resources.

** Significant experience is defined as recent experience acquired over a period of twenty-four (24) continuous months.

Knowledge:
• Knowledge of issues and stakeholders in the Quebec and Atlantic region in the environment and Indigenous communities.
• Knowledge of issues and stakeholders in the Ontario region in the environment and Indigenous communities.

Organizational Needs:

Operational Requirements:
Possession of a valid driver's license or personal mobility to the extent normally associated with the possession of a valid driver's license.
