The Canadian Grain Commission (CGC) is a federal department responsible to ensure the integrity and marketability of grain for the domestic and international grain trade, from producer to global customer.
The CGC is a significant part of Canada’s dynamic and diverse agricultural sector. We regulate grain handling in Canada, set grain standards and conduct research on grain. This process will be used to staff two (2) full-time indeterminate positions (1 PG-01 & 1 PG-02) in Winnipeg, Manitoba.
A pool of candidates may be created to staff similar positions with various linguistic profiles and tenures (indeterminate, specified term, acting, assignment, deployment, secondment).

• A secondary school diploma or an acceptable combination of education, training and/or experience.

Experience:
PG-01
• Experience in the provision of support services in the federal government.
• Experience in using various software/systems (such as a financial management system), word processing (e.g. MS Word); data management (e.g. MS Excel) and e-mail software (e.g. MS Outlook).
PG-02
• Recent and significant experience (a minimum of one consecutive year of experience within the last two) in the purchasing of goods and/or services
• Recent and significant experience (a minimum of one consecutive year of experience within the last two) in providing advice to clients on procurement and/or services
• Recent and significant experience (a minimum of one consecutive year of experience within the last two) in using various software/systems including Financial Management (e.g. SAP), word processing (e.g. Microsoft Word); data management (e.g. Microsoft Excel) and email software (e.g. Microsoft Outlook).
Knowledge:
PG-01
• Knowledge of basic procurement, contracting, and materiel management in the Federal Government.
PG-02
• Knowledge of practices and procedures related to the procurement and contracting of goods and services in the Federal Government.

Experience:
Common Asset Qualifications:
• Experience with creating Purchase Requisitions, Purchase Orders or Contract documents within an SAP environment.
• Experience with the use of a company/acquisition credit card, including reconciliation in a financial management system (e.g. SAP)
PG-01 Additional Asset Qualifications:
• Experience in the provision of support services in the federal government in relation to procurement or asset management within the last year.
PG-02 Additional Asset Qualifications:
• Experience providing advice and guidance to clients on Treasury Board policies or directives.
• Experience in the procurement of medium complexity goods and services within the last two years. (Medium Complexity is defined as potentially including multiple stakeholders, multi-year, requires various approvals, etc.)
• Experience with writing and issuing contracts within the last two years
• Experience in writing and revising Statements of Work/Requirements and Evaluation Criteria
• Experience in posting Request for Proposals in an open electronic tendering forum (e.g. BuyandSell.gc.ca, MERX, etc.)
• Experience with creating, exporting, and analyzing reports within a financial management system (e.g. SAP) for Procurement use.
• Experience using Microsoft Teams and other video/chat conference systems.
Reliability Status security clearance
Occasional travel and overtime.
Ability and willingness to enroll in the Certification Program for the Federal Government Procurement and Materiel Management communities.
