The immediate requirement is to staff one (1) position at the AS-06 (Audit Project Lead) and AS-07 (Audit Principal) levels within the Audit and Evaluation Branch.
In addition, a pool of qualified candidates will be established to potentially fill similar positions with various: tenure, language requirements, bilingual language profiles and/or security requirements, within all federal organizations listed in Appendices I, IV and V.
Once Infrastructure Canada has completed its initial appointments, the pool may be shared with other departments.
Indeterminate employees, in the same group and level or equivalent, may be considered first for deployment.

ED1: A degree from a recognized post-secondary institution.
EXPERIENCE:
All streams: AS-06 and AS-07
E1: Recent* and significant** experience in participating in all phases of internal and/or external audits.
E2: Recent* experience in preparing a wide variety of written material for senior management*** such as reports, presentations and/or briefing notes.
E3: Recent* experience in presenting audit findings to senior management*** and/or Audit Committee.
Stream 1: AS-06
E4: Recent* experience in project management.
Stream 2: AS-07
E5: Recent* experience managing**** a team
E6: Recent* and significant** experience in project management
Note:
*Recent experience is defined as experience gained within the last six (6) years for a cumulative period of two (2) years.
**Significant experience is defined as experience with the depth and breadth of relevant experience acquired in a minimum of four (4) years for stream 1 (AS-06) and in a minimum of six (6) years for stream 2 (AS-07).
***Senior management is defined as director level and above.
**** Managing is defined, but not limited, to setting clear expectations, monitoring and evaluating performance.

ASSET EDUCATION:
AED1: A recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), and Certified General Accountant (CGA).
AED2: Possession of a professional certification from a recognized international internal auditing association (e.g. CIA, CGAP or CISA);
ASSET EXPERIENCE:
AE1: Experience in leading or conducting internal audits within or for the federal government of Canada;
AE2: Experience in leading or conducting audits of federal grants and contributions (Transfer Payments);
AE3: Experience in developing multi-year Risk-Based internal Audit Plans (RBAP);
AE4: At least one-year experience as a practitioner in any of the following fields: Communications, Information Technology (IT) / Digital, Statistics, Data analytics, Fraud, Accounting/Finance, Grants and Contributions (Transfer Payments), Procurement, and/or Project Management;
AE5: Experience in performing advisory engagements for senior management (e.g. reviews, studies, maturity assessments, etc.);
AE6: Experience working in a Quality Assurance and Improvement Program within an internal audit function.
ASSET KNOWLEDGE:
AK1: Knowledge of the Institute of Internal Auditors – International Professional Practices Framework and International Standards for the Professional Practice of Internal Audit.
AK2: Knowledge of the Treasury Board Policy on Internal Audit for the Government of Canada.
AK3: Knowledge of Infrastructure Canada’s mandate and programming.
OPERATIONAL REQUIREMENTS:
The willingness and ability to work overtime, often on short notice.
The willingness and ability to travel, as required.
