What is the Human Resource Advisor Development Program (HRDP)?

The HRDP is National Defence’s HR program that strives to transform junior HR Advisors (PE-01) into expert HR Advisors (PE-03). The HRDP learning and development opportunities are designed to ensure participants receive exposure to at least one HR discipline such as Classification, Labour Relations, Staffing, HR programs and HR Planning. This program provides highly qualified and motivated individuals training, practical work experience, and a variety of opportunities to develop the competencies necessary for a successful career in HR with National Defence.

Intent of the process

The objective of this process is to establish shortlist(s) of candidates that will be used to fill current and anticipatory needs at the PE-01 Human Resources Advisor (Developmental Program) in various areas of expertise with different security profiles, linguistic profiles and tenures within DND. Please note that candidates may be required to pass further assessment in order to meet qualifications specific to the position to be staffed.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed. Including TBS Notes. Qualification standards for the core public administration by occupational group or classification - Canada.ca Personnel Administration (PE)

Don’t have a degree? No problem! An acceptable combination of education, training and/or experience that is comparable to the degree requirement may serve as an alternative to meet the minimum education standard as specifies in the TBS Notes above.

- Whenever the minimum education standard is met through an acceptable combination, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
- Candidates accepted to the program through this exception will be deemed to meet the education criteria through all levels of the developmental program (PE-01 to PE-03).
- The application of this exception for entry into the Program is subject to internal approval by the delegated official, which is the Assistant Deputy Minister.
