Resource Management, Aquaculture and Aboriginal Affairs is a division of the Regional Fisheries Management Directorate whose mandate is to conserve and protect marine resources in order to ensure their sustainable use and the economic prosperity of the sectors of marine fisheries and aquaculture in Quebec, including northern Quebec. The division implements the fisheries management cycle, including fisheries management, surveillance and monitoring measures, in order to manage fisheries in a sustainable manner and provide fishermen with allocations and an equitable distribution of fishing stocks. It manages programs and supports Aboriginal communities so that they participate effectively in the fisheries management process and can take advantage of economic development opportunities in this sector. Resource Manangement, Aquaculture and Aboriginal Affairs is divided into two teams: Operations and Policy and Alignment. Each team reports to a manager.
The objective of the process is to create a pool of qualified candidates to staff a permanent CO-03 position at Fisheries and Oceans Canada (DFO) in Quebec City.
A pool of candidates will be established to fill similar positions within the department.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.
Notes:
1. Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.
2. At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
EXPERIENCE
Significant experience * leading multidisciplinary teams and operational projects or programs focused on economic development in the management of fisheries or other natural resources.
Experience interpreting organizational policies and providing strategic advice / recommendations on complex topics ** to senior executives.
Experience in solving complex issues ** in the management of fisheries or other natural resources.
Experience in building relationships and consulting with various
stakeholders ***.
* Significant experience means experience which, by virtue of its breadth and depth, is normally equivalent to performing the duties for a period of approximately two years (2) years.
** By complex is meant at least one (1) of the following characteristics: involvement of multiple partners or stakeholders, impact on a community / organization / economic sector, potential for significant socio-economic outcome or other similar characteristics.
*** By different stakeholders, we mean, for example, other federal or provincial departments, the fishing industry or other natural resources, Aboriginal communities, non-governmental organizations or education.
EDUCATION (ASSET)
Master's degree or Doctorate from a recognized post-secondary educational institution with a specialization related to the duties of the position.
EXPERIENCE (ASSETS)
Experience in managing human and financial resources.
Experience in consulting with key representatives of the fishing industry and holding consultations with various fisheries stakeholders or groups.
Experience in developing policies, procedures, directives or guidelines.
Experience in the interpretation and application of laws and regulations relating to the management of aquatic resources.

Knowledge of the main issues having repercussions on the management of fishery resources in Quebec in the areas of commercial, recreational and Aboriginal fishing.
