The PSC, under the leadership of its Chief Data Officer, is instilling a data-driven culture in the organization. The PSC produces analytical research and statistical information on hiring and staffing in the public service to drive evidence-based decision making.
We are looking for two dynamic individuals to fill the roles of data analyst. The chosen analysts will be responsible to perform various duties such as those described below.
Macrosimulation modelling stream:
• Use data to model elements of the public service staffing system from a systems thinking perspective.
• Update and continuously improve the accuracy and ease of use of existing models.
• Use methods from statistics to validate projections we make about application and staffing trends in the public service.
• Standardize the way model simulations are run, validated, stored and shared.
• Share projections about staffing behaviours in the public service with a variety of stakeholders.
• Contribute to transparent and reproducible data analysis.
Data Systems stream:
• Evaluate various data sources for use in the creation of analytical data files.
• Develop and improve linkage processes that prepare analytical files from administrative data.
• Develop and improve edit and imputation processes, develop quality assurance and control procedures for data processing and analysis.
• Prepare analytical files and public use microdata files using linked administrative data.
• Evaluate various methods for releasing microdata and tables to the public to provide detailed data without disclosing sensitive information (e.g., synthetic data, differential privacy).
• Research imputation methods and their impact on estimates.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
Note:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
Macrosimulation Modelling stream:
Recent * and significant ** experience in manipulating and analyzing large or complex data using a statistical software (R, Python, Julia, SAS, etc.)
Recent * and significant ** experience in using methods from statistics, data science or statistical learning to solve complex analytical problems.
Data Systems stream:
Recent * and significant ** experience in manipulating and analyzing large or complex data using a statistical software (R, Python, Julia, SAS, etc.).
Experience in developing processes to clean data (e.g. edit and imputation) or link data (e.g. exact matching without a key) to produce data files, and assessing the impact of processing on data quality.
*Recent experience is usually defined as experience acquired in the last five (5) years.
**Significant experience is usually defined as the depth and breadth of experience normally acquired through the full-time performance of the activities related to a position for a period of at least twenty-four (24) months.

EDUCATION:
Graduate degree in a related field.
EXPERIENCE:
Experience using methods from operations research, systems dynamics or dynamical systems to solve complex data-related problems
Experience using version-control tools (git, Apache Subversion, etc.)
Experience creating reproducible reports with data authoring frameworks (R Markdown, Jupyter Notebook, etc.)
Experience collaborating with a broad range of stakeholders on complex or multifaceted data-related issues.
Experience with generalized statistical processing systems or metadata-driven applications that involve statistical data processing.
Experience in briefing senior*** audiences on complex issues in writing.
*** “Senior” is defined as director-level or above.

The competencies will be assessed through an interview and a reference check. Interviews for the position available immediately will take place in September 2021.
Pass marks will be established for each competency. However, achieving the pass mark is not a guarantee of an appointment or that candidates will advance to the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step of the process.
Written communication will be assessed using the candidate's application, which includes the résumé and answers to all screening questions.
