Intent of the process

The intent is to staff various positions at the EC-02 level within the Census, Regional Services and Operations Field of Statistics Canada. However, a pool of qualified candidates may be established and used to staff similar positions across Statistics Canada with various tenures, various security requirements and various linguistic requirements upon approval from the Census, Regional Services and Operations Field.

Bilingual candidates who self-declare as being a member of an EE group will be considered ahead of others.

ESSENTIAL EDUCATION:

Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.

OR

An acceptable combination** of education, training and/or experience.

**Acceptable combination: Successful completion of 1-year post-secondary education and statistical or operational related work experience normally acquired over 1 year (full-time);

OR

Successful completion of high school (or PSC General Intelligence Test-320) and statistical related work experience normally acquired over 2 years (full-time).
Candidates with foreign educational credentials are required to provide proof of Canadian equivalency.

ESSENTIAL EXPERIENCE:

Experience in at least three (3) of the following ten (10).

1. Recent* and significant** experience in using SAS, SPSS, STATA, Python, R or another statistical software to retrieve or manipulate data from large data files or databases.
2. Recent* and significant** experience in the development, specification, testing or redesign of generic applications, tools or processes associated with survey collection or processing of administrative data.
3. Experience in any one of the following areas: data ingestion, data pre-processing, data validation or integration of survey or statistical administrative data or metadata.
4. Experience in using data visualization tools such as Microsoft Power BI (Power Pivot or Power Query), Tableau or Looker to retrieve or manipulate data from large data files or databases.
5. Experience developing survey content, training material or client relations material related to statistical programs.
6. Experience in developing quality assurance guidelines, processes, specifications, or custom products.
7. Experience in client interaction or respondent relations to identify needs, discuss requirements and propose solutions.
8. Experience in providing collection or operational support (planning, development, administration, financial, reporting, training, staffing, coordination, etc.).
9. Experience in documenting either business processes, work flows or process mapping.
10. Experience in the application of accounting principles, concepts or in financial statement preparation or analysis.

*Recent experience is defined as duties performed within the last four (4) years in a work or academic
environment.
**Significant experience is defined as the breadth and depth of experience normally acquired in the
performance of full-time work duties and/or in a post-secondary program, for a minimum period of eight (8) months.
