Work environment

The International Joint Commission (IJC) is a highly respected and trusted independent binational advisor to the governments of Canada and the United States on matters related to the management and protection of hundreds of shared lakes and rivers.

The Director Science and Engineering is accountable for leading and managing the development and delivery of authoritative integrated scientific and engineering strategic advice, plans, reports and public information and awareness on the scientific and engineering basis for changes in policy or the approval of projects affecting Canada-United States boundary or transboundary waters, on the regulation of the operation of these projects, on the protection of the transboundary environment using an ecosystem approach to watershed management, including the implementation of the Great Lakes Water Quality Agreement, the improvement of transboundary air quality, and on
emerging issues along the boundary that may give rise to bilateral disputes in support of the International Joint Commission achieving its mandated objectives.

Intent of the process

The applicants should be aware that the intent of this process is to staff 1 position on an indeterminate basis and a pool of qualified candidates (partially/fully assessed) may be established to staff this position at this group and level with a CBC/CBC language requirement. In addition, this process may be used for various tenures ( acting appointments, deployment, indeterminate.)

EDUCATION
Graduation with a degree from a recognized university degree in environmental sciences, engineering or another science discipline relevant to the duties of the position.

Degree equivalency

EXPERIENCE
Recent * and significant experience** in, managing**** multi-disciplinary teams and leading programs.

Recent* and significant experience** in integrating scientific and engineering perspectives to develop authoritative and strategic advice and recommendations for senior management***.

Recent* and significant experience** in conveying complex science and/or engineering-based information and advice to stakeholders and the public.

*Recent experience means within the last 5 years.

**"Significant experience " means with a minimum of 5 years’ experience acquired during full time employment with federal, provincial, private sector or Non- Governmental Organizations.

***Senior management means ADM, DM, Commissioner, Chair or Chief Executive Officer

Recent* and significant experience* in liaising or collaborating with various levels of government on a variety of complex water-related issues in Canada US transboundary basins.

Recent and significant experience in integrating scientific and engineering perspectives to develop expert and strategic advice and recommendations for senior management on issues related to transboundary water resource management.

Experience working on International Joint Commission’s (or bi-national) boards, committees, studies or activities.

Experience in designing, managing* and reporting on the outcomes of bi-national or international multi-disciplinary scientific or engineering programs related to transboundary waters management.

Conditions of employment

Secret security clearance

In possession of a valid passport with no restriction traveling to the United States

Willingness and ability to travel in Canada and internationally.

Willingness and ability to relocate and work from the IJC Canadian Section Ottawa’s Office
