Within the Public Service Commission of Canada’s Information Technology Services Directorate (ITSD), the accountability for Information Technology and Information Management falls under the leadership of competent and motivated CS professionals. The directorate is responsible for functions ranging from Service Desk, Desktop Engineering Services, COTS software, Infrastructure & Operations, Database, Quality Assurance, Asset Management and more.

Our team is looking for experienced, competent and driven Team Leaders. Your role would be to hire, mentor and develop your team members while helping the PSC deliver service line support on business and IT-led projects, and balancing the day-to-day operational needs of the department.

This process is comprised of the following three (3) streams:
Stream 1: Quality Assurance (QA)
Stream 2: Cloud
Stream 3: Service Desk

Intent of the process

The intent of this process is to staff three (3) Team Leader positions indeterminately.

A pool of qualified candidates may be established and may be used to staff similar positions on an indeterminate or term basis with various linguistic profiles and/or security requirements within the public service.

REQUIRED FOR ALL STREAMS:
ED1. Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

REQUIRED FOR ALL STREAMS:
EX1: Experience in providing advice and recommendations on complex IT issues to management
EX2: Significant** experience in developing and implementing IM/IT processes or procedures
EX3: Experience with the human resource management of a team which includes setting performance objectives, and managing and evaluating work performance
EX4: Recent* and significant** experience in participating and contributing on IM/IT multidisciplinary project teams
EX5: Experience in leading staffing processes related to IM or IT positions

*Recent experience is defined as experience acquired in the last five (5) years.

**Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three years.

REQUIRED FOR STREAM 1 (Quality Assurance) ONLY:
EX6: Recent* and significant** experience in quality assurance with regards to testing custom software and web applications
EX7: Recent* and significant** experience with testing automation tools

REQUIRED FOR STREAM 2 (Cloud) ONLY:
EX8: Recent* experience in migrating or operating workloads in the cloud
EX9: Recent* experience conducting feasibility studies to facilitate the development, maintenance, and renewal of Cloud infrastructure components

REQUIRED FOR STREAM 3 (Service Desk) ONLY:
EX10: Experience providing recommendations for end user device hardware procurement (Laptops, Displays, Docking stations, etc.)
EX11: Significant** experience providing technical support to a minimum of 500 end-users in an IT Service Desk environment
EX12: Experience in inventory management of IT end user devices (Laptops, Displays, Docking stations, etc.)

REQUIRED FOR ALL STREAMS:
K1: Knowledge of project management principles and best practices
K2: Knowledge of current and emerging trends relating to new information technologies

REQUIRED FOR STREAM 2 (Cloud) ONLY:
K3: Knowledge of Cloud principles and modern industry best practices

REQUIRED FOR STREAM 3 (Service Desk) ONLY:
K4: Knowledge of Windows Active Directory as it relates to creating and maintaining user accounts, user access to file system resources and software deployment

REQUIRED FOR ALL STREAMS:

REQUIRED FOR STREAM 1 (Quality assurance) ONLY:
A5: Ability to assess web and/or mobile applications using the Web Content Accessibility Guidelines (WCAG) and the Government of Canada Web Standards

AED1: Graduation with a degree from a recognized post-secondary institution with specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

AEX1: Experience developing and implementing cloud-based solutions (for example: PowerApps, Dynamics, Azure, AWS, Office 365)

AEX2: Experience supporting IT infrastructure in a continuous integration environment

AEX3: Experience in the delivery of information technology services using Information Technology Infrastructure Library (ITIL) best practices

AEX4: Experience supporting infrastructure (virtual servers), networking and/or security appliances.

AEX5: Experience liaising with internal and/or external clients, partners, and service providers to create service requests, obtain information, coordinate and provide input for the delivery of projects

AEX6: Experience installing/configuring/administering Commercial-Off-The-Shelf (COTS) products

AEX7: Experience supporting enterprise infrastructure software, Microsoft Windows Server and/or Linux/Unix platforms

AEX8: Experience in providing service line support in an infrastructure and operational environment
