Duties

The Canadian Forces Housing Agency (CFHA) provides trusted and valued housing services to Defence Team members through the delivery of oversight and maintenance services which include allocating housing to team members and their families, administering the rent system as well as the repair, replacement and construction of new housing. These residential housing units (RHUs) are located across Canada in various Defence locations. Each year, there are thousands of Defence Team members relocated throughout the country moving in and out of our houses. We ensure that the housing is move-in ready, well maintained and kept in good repair. Peace of mind at home contributes to the families’ resiliency. CFHA is a recognized leader in federal housing, effectively managing 83% of the total Government of Canada’s housing floor area.

The Chief Executive Officer (CEO) of the CFHA is responsible for directing and leading CFHA in its mandate to meet the residential accommodation needs of the Canadian Armed Forces (CAF) and the Department of National Defence (DND). The CEO needs to be a caring and inclusive leader who is adept at establishing, fostering and rewarding excellence in relationship and team building. The CEO is also responsible for the implementation of major housing projects and oversight, in order to meet investment and Departmental business plans. As CEO of a Special Operating Agency, they are accountable for and have a high degree of oversight in the areas of financial stewardship, information management, information technology and human resources, in order to facilitate and execute present and future housing requirements. The CEO reports directly to the Assistant Deputy Minister – Infrastructure and Environment and is supported by a team of General Managers that lead corporate services, policy, infrastructure and operations.

The CEO provides leadership in the following areas:

Provides innovative corporate leadership and fosters a client-centric approach in the conceptualization and development of long-term strategic plans and operational objectives and goals, to ensure access to suitable and affordable housing for military families

Acts as a catalyst in proactively identifying and resolving operational/implementation conflicts, facilitating consensus, consultation and collaboration among competing interests, resource priorities, systems, approaches, methodologies and practices

Ensures effective performance management and mitigates risk areas for the Agency through comprehensive planning, policy, rigorous evaluation and assessment, and close monitoring of program framework reviews, major documents and communications strategies

Directs the development and delivery of timely and accurate communications documents, as well as major reporting documents and financial submissions

*Senior executives and key stakeholders include roles such as the Senior Vice President, Chief Operations Officer, Chief Executive Officer or Chair of the Board levels in the private sector, or the Assistant Deputy Minister and Deputy Minister levels in the Federal Public Service.

*Complex issues are issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many stakeholders, precedent setting, having a major impact on the department or having potential for significant media coverage. Candidates must clearly demonstrate the complexity of the issues.

* Management of financial resources is defined as management and accountability for a budget, including responsibility for sound financial planning, forecasting and reporting. Applicants are asked to indicate the size of the budget they managed directly.

*Management of human resources includes leading a team and being accountable for a broad range of activities related to human resources management, such as performance management, staffing. Candidates are asked to indicate the number of subordinate staff and the duration of time they managed them.
