Health Canada (HC) and the Public Health Agency of Canada (PHAC) are doing some very important and exciting work supporting Canadians. PHAC promotes and protects the health of Canadians by preventing and controlling chronic and infectious diseases and injuries as well as preparing for, and responding to, public health emergencies such as the current COVID 19 pandemic. As an employee working in HR within the team supporting HC and PHAC, you will have many opportunities to contribute to the work supporting the pandemic response or the many other important files that help the people of Canada maintain and improve their health and promote and protect national and international public health. Both HC and PHAC are growing in certain areas and evolving and changing in others which requires strong support from Human Resources (HR).

At this time, we are seeking to supplement and strengthen our HR workforce by looking at what HR talent exists at provincial and municipal levels of government as well as in the private sector. We are looking for energetic and talented HR professionals, HR project officers/coordinators and HR administrative assistants to join our HR team.

Throughout this selection process, we will review your application and match your education and experience to the appropriate group and level. The classification groups and levels are:

HR administrative assistants (CR-04 to CR-05): $ 50,821 to $ 60,130
HR project officers/coordinators (AS-01 to AS-05): $ 54,878 to $ 92,412
HR professionals (PE-01 to PE-03): $ 56,796 to $ 87,975

Intent of the process

Our immediate priority is to staff positions in Classification/Job Evaluation/Organizational Design and Staffing/Recruitment providing front line operational services direct to clients.

When you apply to this selection process, you are not applying for a specific job, but to an inventory for future vacancies. This inventory may be used to staff positions in Classification/Job Evaluation/Organizational Design, Staffing/Recruitment, Labour Relations, HR Planning, Compensation, HR Policy, HR Reporting, Learning and Career Management, Performance and Talent Management, Mental Health, Workplace Wellness and Diversity and Employment Equity at Health Canada.

As positions become available, applicants who meet the qualifications and needs may be contacted for further assessment, which may result in the creation of a pool of candidates (fully and/or partially qualified) for positions at Health Canada.

As this process is for various positions, depth and breadth of experience/responses may be used during screening, assessment and/or selection of candidate.

This process is for various tenures. While there may be some permanent opportunities, many may be temporary in nature (eg. Specified Period (term), Assignment, etc.)

Education

HR Administrative Assistants (CR Group):

Successful completion of two years of secondary school or employer-approved alternatives. The employer-approved alternatives to two years of secondary school are a satisfactory score on the Public Service Commission test approved as an alternative to two years of secondary school or an acceptable combination of education, training and/or experience.

HR Project Officers/Coordinators (AS Group):

A secondary school diploma or employer-approved alternatives. The employer-approved alternatives to a secondary school diploma are a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma or an acceptable combination of education, training and/or experience.

HR Advisors (PE Group):

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Degree equivalency

Experience:

HR Administrative Assistants (CR Group):
• Experience in performing general administrative, administrative support or office duties such as composing, tracking and maintaining HR information, providing data input, responding to inquiries, following HR procedures, etc.
• Experience using a variety of computer applications such as email, Microsoft Office applications such as Word and Excel, etc.

HR Project Officers/Coordinators (AS Group):
• Experience coordinating administrative or project related activities working on higher order administrative or project related activities within an HR environment e.g. Recruitment or onboarding support, job evaluation/organizational design.

HR Advisors (PE Group):
• Experience functioning as an HR Advisor or professional in one of the HR disciplines within an HR environment.

Experience in providing support, project or advisory services in classification/job evaluation/organizational design in an HR operational environment.

Experience using a job evaluation method.

Experience in providing support, project or advisory services in one of the HR disciplines in an HR policy environment.

Experience in providing support, project or advisory services in labour relations to managers such as discipline, performance and talent management, duty to accommodate, etc.

Experience in the application and interpretation of collective agreements and of laws, policies and other similar documents related to labour relations.

Experience working with a payroll processing system.

Experience in the application of legislation, policies, guidelines or procedures governing human resources.

Experience in consulting with a variety of stakeholders for the development or implementation of a process, project or initiative in human resources.

Experience in the design and development of a variety of adult learning solutions.

Experience using virtual learning delivery methods.

Experience providing advice and recommendations on matters related to Employment Equity and Diversity/Inclusion.

Experience working in Workplace Wellness, such as policy/guidelines interpretation, case management or monitoring activities.

Assessment

All assessments will be completed virtually.

We may assess the essential and asset qualifications using interviews, online exams, references or a combination of these or other methods.
