The Director, Operational Services (DOS) is responsible for the management and provision of a broad range of specialized operational services in support of TSB occurrence investigations. Responsibilities include: deploying engineering and human factors investigators; ensuring sound investigation project management in accordance with approved policies, procedures and standards; ensuring quality and timely engineering and human factors analyses; ensuring timely and quality statistics, data and multi-media products; as well supporting efficient and effective communications with stakeholders and the media. The DOS is also responsible for the development of multi-modal investigation methodologies, processes, standards, work tools and manuals as well as the overall management of investigator training programs and the departmental occupational health and safety program. In addition, the DOS is responsible for ensuring the adequate representation of the TSB and Canadian safety interests in various specialized and technical forum both in Canada and internationally. Finally, the DOS plays a key role in the strategic and business planning of the TSB as a member of its governance structure, including leading and/or championing specific corporate projects or initiatives.

The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the Public Service Employment Act (PSEA). This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. The TSB has a strong and credible reputation in Canada and around the world.
The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner in 10 locations across Canada. Employees work in a collegial and collaborative environment.

ESSENTIAL QUALIFICATIONS
EDUCATION:
Degree from a recognized university in a field that is related to the position
OCCUPATIONAL CERTIFICATION:
Certification as a Professional Engineer in Canada or eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position
EXPERIENCE:
Recent and significant* experience in managing the delivery of projects, programs or operational activities in an organization with a mandate of a technical or scientific nature
Recent* and significant* experience in providing strategic analysis and advice, briefings and recommendations to senior decision-makers (such as, but not limited to, Ministers, Deputy Ministers, Associated Deputy Ministers and Board members) regarding policies, projects or programs of national scope or sensitive operational matters
Recent and significant * experience in setting organizational priorities, overseeing their implementation, and managing related changes and organizational transformations
Experience in consulting, negotiating or establishing partnerships with national and/or international stakeholders
Recent and significant* experience in the management of human and financial resources.**
* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 7 years

ASSET QUALIFICATIONS
EDUCATION:
A post-graduate degree (Masters or Doctorate) from a recognized university with a specialty relevant to the position
OCCUPATIONAL CERTIFICATION:
Possession of a professional accreditation in human factors or human performance
Possession of a professional accreditation in adult teaching or learning
Possession of a professional accreditation in statistical analysis
Possession of a Project Management Professional (PMP) Certification
EXPERIENCE:
Experience in conducting risk assessments and developing risk mitigation strategies
Experience in managing operations and resources of a laboratory
Experience in the management of data and/or statistical operations teams
Experience in managing scientific/research/engineering teams
Experience in doing media interviews and news conferences
Bilingual - Imperative (CBC/CBC)

Knowledge of the mandate and priorities of the Transportation Safety Board of Canada
