Presently with the Covid-19 pandemic situation, some Transport Canada staff have been working from home. However, there are positions that require a physical presence in our Transport Canada Centres. Work situations will be revisited post-pandemic.
This position requires a physical presence in one of the Transport Canada Centres located in Winnipeg, Edmonton, and Calgary.
There are varying and sometimes conflicting demands, requirement to meet deadlines, frequent interruptions, disruptions and realignment of priorities and the need to respond to and deal appropriately with varied crisis situations affecting the safety of individuals or the security of the department’s assets.
There are requirements to work periodically outdoors for varying periods of time in order to conduct onsite audit and inspection activities and wearing protective clothing as required.
Periodic travel is required by air, road and other means to conduct audit and inspection activities and attend meetings.
The immediate intent of this process is to fill 1 AS 04 position in on a permanent basis. The work can be performed either in Winnipeg, Edmonton or Calgary.
Applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level. In addition, this process may be used for various tenures (acting, assignment, deployment, indeterminate, secondment, specified period), security requirements and conditions of employment within Transport Canada. Secondary diploma or an acceptable combination of education, training and/or experience.
Experience in gathering, analyzing and summarizing information.
Experience in supporting a security governance program (e.g. corporate, oversight, etc.).
Recent experience preparing a variety of documents (e.g. correspondence, analysis papers, summary reports, briefing notes, spreadsheets, Power BI, or presentations) for supervisors and/or managers.
Experience providing security recommendations to streamline operations, increase efficiencies, or improve program delivery.
University degree, in any area of study.
Experience working in a Federal Government Security environment.
Experience in Emergency Management (e.g. emergency planning, emergency management policy, emergency operations).
Experience in Business Continuity Management (e.g. planning, business impact analysis and/or business recovery strategies).
Experience in Security Awareness (e.g. developing and providing security awareness presentations or other training programs).
Experience with Physical Security (e.g. reviewing architectural plans and specifications to provide security advice, etc.).
Experience in conducting investigations (e.g., security incident management, seeking out information on your own).
Experience in establishing partnerships and collaborative networks on security issues with a variety of internal and external stakeholders.
Experience in conducting site security assessments and/or risk assessments (e.g. threats, assets, vulnerabilities and safeguards).
Experience in project management.

ASSESSMENT - GENERAL INFORMATION
Random selection, invoking asset qualifications may be used in conjunction with other volume management strategies that can be applied at any stage in the staffing process.

Candidates will be required to provide proof of education as part of this selection process.

Those selected for assessment should be prepared to provide the names and contact information of recent references.
References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.
References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
ASSESSMENT – AVAILABILITY
The assessment may be administered outside of regular working hours including evenings and weekends. If you are unavailable, you must inform us immediately as each request will be dealt with on a case-by-case basis. Supporting documentation will be required.
ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.
Possible reasons for alternate assessment dates:
· Medical reason with doctor's certificate;
· Death in the immediate family;
· Professional obligation (proof required);
· Confirmation of pre-approved travel plans; or
· Religious reasons.
An assignment, secondment, or acting appointment requires approval of your supervisor.
