What does the Quality Assurance Program Work Unit offer?

Successful candidates will join a multi-disciplinary team of engineering and science professionals to support the development and implementation of the Clean Fuel Standard, in active consultation with industry partners. The work includes developing and implementing the Quality Assurance Program of the Clean Fuel Standard that includes validation, verification, and certification for various technical elements of the regulations, and will include developing an accreditation program in partnership with Canadian and International accreditation organizations. Successful candidates will also have the opportunity to collaborate multi-laterally with international bodies, private sector industry leaders, industry organizations, and provincial, territorial and indigenous stakeholders to understand and propose resolutions to issues and concerns raised.

Who are we looking for?

Are you interested in being at the forefront of climate policies and regulations at Environment and Climate Change Canada (ECCC)? The Carbon Markets Bureau, Low Carbon Fuels Division, leads the development and implementation of Canada’s Clean Fuel Standard, which will reduce the lifecycle carbon intensity (the amount of greenhouse gases per unit of energy) of liquid fuels used in Canada, and will support the production of cleaner fuels in Canada, including lower carbon intensity biofuels and cleaner fossil fuels. The Clean Fuel Standard targets transformative changes in how fuels are produced and used in Canada.

We are looking for keen and experienced engineers and scientists who want to work in a fast paced work environment at the forefront of advancing regulatory and policy innovation.

This job advertisement notice is in anticipation of job openings for engineers and scientists like you who want to join the Quality Assurance Program (QAP) work unit in the Low Carbon Fuels Division of the Carbon Markets Bureau at ECCC.

Intent of the process

Anticipatory. In anticipation of future openings, qualified pools will be created to staff positions within the Low Carbon Fuels Division of the Carbon Markets Bureau. These pools may also be used to staff similar positions in ECCC with various tenures, security requirements and language requirements/linguistic profiles.

Positions to be filled: There are 2 vacant positions (1 ENG 3 and 1 ENG 4) in the Quality Assurance Program work unit in the Low Carbon Fuels Division; others are anticipated, with numbers, levels and tenures to be determined.

There are four (4) streams for this anticipatory staffing process. Candidates who apply to more than one stream must meet the essential merit criteria for each stream they apply for:

1a) ENG-04: Senior Program Engineer
1b) PC-03: Coordination Officer, Environmental Programs – Anticipatory
1c) ENG-03: Project Engineer

Education
ENG - If you are applying to Streams 1a and/or 1c, you will need to meet the following standard:

ED1
Education: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

OR

Occupational Certification: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position (some positions may require eligibility for certification as a professional engineer in Canada without regard for the field of specialization).

AND/OR

PC - If you are applying to Stream 1b and/or 1d , you will need to meet the following standard:

ED2. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

EX1 **Experience or Significant* experience in preparing and writing technical or scientific documents for clients or senior management.
EX2 **Experience or Significant* experience developing or applying provincial, federal or international level standards for GHG (greenhouse gas) assurance.
EX3 **Experience or Significant* experience conducting GHG verifications and validations.
EX4 **Experience or Significant* experience developing relationships with external parties such as government, industry or other stakeholders.

*Significant experience is defined as the depth and breadth of experience normally associated with full time performance of the duties in a work environment during a period of approximately five (5) years.

ENG / PC (Stream 1a, 1b, 1c, 1d)
AE1 Experience working in fossil or low carbon fuels sectors.
AEX2 Experience participating in the development of Regulations.
AEX3 Experience in the administration of Regulations, or in regulatory compliance.
AEX4 Experience participating in the development of ISO (International Organization for Standards) standards for any of the following: developing GHG inventories, measuring and quantifying GHG emissions and reductions or conducting GHG assurance.
AEX5 Experience with product or systems certifications, either developing, implementing or conducting verification activities related to certification.
AEX6 Experience using lifecycle analysis models and/or lifecycle analysis software to calculate carbon intensity.
AEX7 Experience conducting lifecycle analysis studies for GHG emissions.
AEX8 Experience in the development of business requirements and design elements for business systems and processes.
