We are looking for Director Generals who have a passion for strategic engagements and excelling in a client-centric environment. Being the Director General, you will be providing the national leadership and direction for developing and leading major infrastructure and real property projects. You will also be forming key strategic alliances and partnerships with other levels of government, industry, other government departments, unions and the community.

EDUCATION:
Ed. Graduation with a bachelor’s degree or a master’s degree from a recognized post-secondary institution*.
*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian university.
EXPERIENCE:
E1. Significant (1*) experience in providing leadership in the management and the delivery of large complex (2*) projects and/or programs and/or services related to Infrastructure (including Real Property).
E2. Significant (1*) experience in providing strategic advice and recommendations to Assistant Deputy Ministers or equivalent in the private sector (C-Suite or Board of Directors or Vice-President) on complex issues (3*).
E3. Significant (1*) experience in establishing and maintaining strategic partnerships with a variety of stakeholders both in and outside of the Government of Canada.
E4: Significant (1*) experience in managing human (4*) and financial (5*) resources.
Definitions:
(1*) Significant experience means the depth and breadth of experience associated with having performed a broad range of various, complex related activities during a minimum period of three (3) years as an executive or equivalent in the private sector.
(2*) “Large complex” is defined as an innovative, high risk and high dollar value project or program or portfolio.
(3*) ‘’Complex issues’’ are issues with at least two (2) of the following characteristics: significant business risks and impacts, multidimensional, sensitive, affecting many partners or stakeholders, precedent setting or significant public profile. Candidates need to clearly demonstrate the complexity of the issues they dealt with.
(4*) Human Resources Management: You must clearly demonstrate that you have managed a large team through subordinate managers with examples such as: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Please indicate the number of staff you supervised directly and the duration.
(5*) Financial Management: You must show evidence of managing and being accountable for a budget. Examples of managing financial resources include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Please indicate the size of the budget(s) you managed, the duration and if you managed your project/program within budget.
ASSET QUALIFICATIONS:
AE1. Experience in different models of delivery in real property project such as design-bid-build, construction management, design-build, P3.
AE2. Experience in managing integrated project delivery.
AE3. Experience in leading large-scale renewal and change management initiatives in a large complex organization.
AE4. Experience in managing the implementation of national programs and services.
AE5. Experience in managing a client service environment.
AE6. Experience in managing in a cost-recovery environment.
AE7. Certification as a Project Management Institute (PMI), Project Management Professional (PMP), PRINCE2, CMLean, or any other Project Management Certification relevant for the position.

VACCINATION
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
