Intent of the process

The immediate need is to staff one position on an indeterminate basis, with a linguistic profile of Bilingual Imperative CBC/CBC and a RCMP Top Secret security clearance.

A pool of candidates may be established inclusive of Public Service (PS) employees and Civilian Members (CM); and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with a bilingual linguistic profiles of CBC/CBC and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education:
-Graduation with a degree from a recognized post-secondary institution in a specialty related to the position being staffed.

Degree equivalency

Experience:
Recent* and significant** experience in leading a large scale, multi-faceted***** systems transformation or change initiative including successfully leading teams through transformation.

Recent* and significant** experience in providing strategic and expert advice and recommendations to executives (Director, Senior Director or Vice President in the private sector, or Director General level and above in the Federal Public Service, or their equivalent) on complex financial system or management issues.

Significant** experience in building, and maintaining relationships and strategic partnerships with a variety of internal and external stakeholders.

Recent* experience in managing human*** and financial resources****

NOTE:
*Recent is defined as within the last five (5) years.
**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities which could normally be acquired over a period of approximately two (2) years at the Executive level (EX-01 in the Federal Public Service and above, or the equivalent in the private sector).
***Managing human resources is defined as directing or overseeing people/staff, including employee performance management, assignment of work, workload management, leading and directing teams through the setting of priorities, developing or contributing to the development of staffing plans, etc. Applicants must indicate the number of staff reporting to them, as well as the length of time. This experience is normally acquired over a period of a minimum of two (2) years.
****Managing financial resources is defined as overseeing financial resources and being responsible for sound financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed directly or indirectly, as well as the length of time. This experience is normally acquired over a period of a minimum of two (2) years. Clear and specific examples should be provided by applicants in their application and demonstrate evidence of accountabilities, deliverables and level of complexity.

Experience:

Experience in managing a SAP/S4 HANA system functionality redesign, including major transformation or upgrades.
Experience in managing service delivery to end-users across multiple disciplines and multiple locations.
Experience in managing/overseeing multi-disciplinary teams and/or in decentralized operations tasked with the successful implementation of a major project, program or service impacting Federal organizations / central agencies.
Experience in managing corporate management functions such as:
- Financial Management and Governance (to include leading functions dedicated to Memorandum to Cabinet, Treasury Board Submissions, Investment Planning and/or management of Senior Management Committees),
- Corporate Management Systems,
- Procurement and Material and Asset Management,
- Real Property, AND/OR
- Corporate Accounting, Policy and Control.
Experience working in a mission critical 24/7/365 organization with complex security requirements
Experience in managing complex Vendor relationships.
