Defence Research and Development Canada (DRDC) anticipates Science & Technology defence and security challenges and acts as the catalyst for an innovative defence and security sector across Canada. DRDC is the national leader in defence science and technology, developing and delivering new technical solutions and advice to DND, the CAF, other federal departments, and the safety and security communities across Canada.

Your leadership of DRDC supports defence and security operations at home and abroad with knowledge and technology; provides Science & Technology to forecast, cost, and deliver future readiness levels to meet operational requirements; and, generates knowledge and technology for a robust, connected and multi-jurisdictional security and intelligence environment.

Intent of the process

The immediate objective of this process is to staff the position of Assistant Deputy Minister (Defence Research and Development Canada) – ADM(DRDC).

The process also aims to establish a qualified pool which could also be used to staff similar positions within DND and other government departments within the core public administration with the approval of the delegated manager and in consultation with Executive Services.

EDUCATION:
ED01: Graduation with a Masters degree from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:

EX01: Experience in setting strategic direction and providing leadership in the development of policies, programs and frameworks related to science and technology.
EX02: Experience providing scientific, research and development advice and briefings to senior leadership and diverse stakeholders.
EX03: Experience in developing and maintaining successful relationships and partnerships with industry, other governments, academia or international organizations.
EX04: Experience in managing significant (1) financial and complex (2) human resources matters.

NOTES
(1) Significant financial management is exercising financial authorities at the executive level, including direct accountability for a budget.
(2) Complex human resources matters include leading and being accountable for a broad range of activities related to human resources management.

AED01: Graduation with a doctoral degree from a recognized post-secondary institution with specialization in engineering, economics, social sciences, natural or life sciences, or some other specialty relevant to the position.

AEX01: Experience providing advice and recommendations to address defence and security challenges.
AEX02: Experience working with central agencies (such as Privy Council, the Treasury Board Secretariat, and the Department of Finance) and key stakeholder departments such as Public Safety Canada.
AEX03: Experience in leading transformation initiatives.
AEX04: Experience in chairing committees for the purposes of information exchange and leveraging opportunities for the collaboration and development of joint programs.

ASSET KNOWLEDGE
AK01: Knowledge of Canadian and International strategic security and Defence issues relevant to the government of Canada.
AK02: Knowledge of leading-edge scientific research and analysis practices and programs.

Conditions of employment

Top Secret security clearance

Working irregular hours often on short notice and over an extended period of time.

There is a need to travel nationally and internationally.

There is a need to have a valid passport.

There is a need to exercise respectful conduct, findings of harassment will result in corrective and/or disciplinary actions.
