EC-03/EC-04 Policy Analysts
• Develop and prepare discussion, technical, position and policy papers, briefing notes, presentations, corporate reporting documents, and ministerial correspondence.
• Prepare and present strategic advice, recommendations or economic findings to senior management.
• Participate in and/or lead project teams; participate in multidisciplinary, interdepartmental or intradepartmental working groups.
EC-03 Statistical Analysts / EC-04 Statisticians
• Acquire data from various sources and conduct data cleansing and standardization, and support procedures for producing regular statistical reports.
• Conduct analysis and reporting of data, including data visualization and basic statistical summaries and classical statistical analysis.
• Participate in and/or lead project teams; participate in multidisciplinary, interdepartmental or intradepartmental working groups.

This process will be used to staff (2) positions immediately: (2) indeterminate EC-04 Policy Analysts.
The EC-03 Policy Analyst, EC-03 Statistical Analyst and EC-04 Statistician positions are anticipatory at this time.
A pool will be created to staff similar positions with various linguistic profiles and tenures (indeterminate, specified term, acting, deployment, secondment).

EDUCATION:
Both Streams (EC-03 and EC-04)
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, agribusiness, business/public administration, sociology, science (any field), engineering or statistics.
Candidates must always have a university degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
Both Streams (EC-03 and EC-04)
• Experience* in conducting research and analysis to support the development or implementation of policies, programs, legislation or regulations.
• Experience* in using spreadsheet software (e.g., MS-Excel, Lotus).
• Experience* in developing written documents, such as briefing notes, reports, presentations, and assessments.
EC-04 – Policy Analyst
• Experience* in developing regulatory and or legislative packages.
EC-04 – Statistician
• Experience* in using SAS™, R or other programming language for data processing.
• Experience* in data-querying such as SQL.
*Experience is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of two (2) years.
EDUCATION:

• Graduation with a master's degree from a recognized university with specialization in agricultural economics, economics, science, engineering or statistics. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization.
Specialization may include: Public Sector Management or Policy Development.
EXPERIENCE:
Both Streams (EC-03 and EC-04)
• Experience preparing Memoranda to Cabinet, Treasury Board Submissions, legislative and/or regulatory proposals.
• Experience in analyzing and interpreting legislation, regulations, policies, and directives governing federal departments and programs.
• Experience in working on grain producer and industry issues in a policy, program, or research capacity.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
Candidates will be asked, as per the application process, to answer screening questions for each essential and other criteria (education and experience). Candidates will have to provide specific examples, for each screening question demonstrating how they have acquired the education and experience criteria.
