Duties

The Vice-President/Secretary of the Commission (Secretary) is committed to the mandate, Mission, Vision, and Strategic Priorities of the CER. The CER’s Mission is:

Regulating infrastructure to ensure safe and efficient delivery of energy to Canada and the world, protecting the environment, recognizing and respecting the rights of the Indigenous peoples of Canada, and providing timely and relevant energy information and analysis.

The primary function of a CER Vice-President is to be responsible for demonstrating executive leadership as the head of an assigned business unit – the Office of the Secretary in this case, and for participating as a member of the executive team. This includes responsibility for delivering results associated with their assigned accountabilities, managing significant financial and human resources, representing the organization’s interests to internal and external stakeholders and for executing their work and exercising their authorities and responsibilities from an enterprise-first perspective.

The Secretary reports to the Chief Executive Officer and, on a functional basis, also works directly with the Lead Commissioner. The Secretary is responsible for leading the Secretary and Regulatory Services business unit in providing “one-window” support to the CER’s Commission. This includes support on specific adjudicative matters, as well broader operational, policy and strategic support. The Commission is a court of record, responsible for making adjudicative decisions and recommendations pursuant to the Canadian Energy Regulator Act and other legislation. The Commission is part of the CER and contributes to the overall effective delivery of the CER’s mandate. The Commission’s adjudicative independence is a key element of the CER’s mandate.

The Secretary is expected to support strategic input to and from the Commission on broad CER matters while overseeing the daily operations of the administrative functions for both the Commission and its adjudication proceedings. The Secretary is also required to develop and maintain systems to support adjudicative excellence for the Commission. The successful candidate requires high attention to detail; effective leadership to develop and maintain processes for information sharing between the Commission and the organization; and quality control of regulatory documents.

The successful candidate will be required to physically work at the CER’s headquarters in Calgary, Alberta. If relocation is required for the successful candidate, the Government of Canada’s National Joint Council Relocation Directive will apply.

Education: Successful completion of a university degree from a recognized university in a field related to the duties of the position (e.g. public administration, law, or other related degree).

Degree equivalency

Experience:
E1 Experience at an executive level in the administration of and/or working in quasi-judicial administrative tribunals, or courts.

E2 Significant and recent experience in leading the development and implementation of performance strategy and results, including plans, reports, and processes.

E3 Experience at an executive level supporting Governor-in-Council appointees of a federal, provincial or public department, agency or corporation.

E4 Significant and recent experience in leading people and teams, including managing human resources and financial assets, preferably, but not necessarily exclusively, in the public (federal or provincial) sector.

E5 Experience at an executive level developing and maintaining positive and collaborative working relationships internally (organization-wide).

Note: For the purposes of this process, significant is defined as having several years of substantively more progressive employment requiring in-depth knowledge, complexity of responsibilities and corporate-wide breadth of contribution and impact. Recent experience is defined as approximately 3 years.

Asset Qualifications:

AQ1 A law or Master’s degree from a recognized university in a field related to the duties of the position (e.g. public administration, or other related degree).

AQ2 Experience with and knowledge of contemporary issues in the energy sector in Canada including energy project development and adjudication, land matters, community and Indigenous relations, reconciliation, and regulatory affairs.

AQ3 Experience working with tribunals, or in corporate or regulatory governance.

AQ4 Experience in leading significant change management initiatives.

AQ5 Experience in leading significant regulatory and/or policy development initiatives.

AQ6 Demonstrated understanding of the machinery of government, Cabinet, Parliamentary and ministerial decision-making processes.

Conditions of employment

1) Willingness to undergo, successfully pass and maintain a Secret security clearance.

1. The CER has a classification system that differs from the greater public service. This NEB-14 position is similar to an EX-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective 1 July 2017 NEB-14, $136,500 to $170,500 (under review)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:

• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and may also be eligible to receive an annual retention bonus.
