Duties

Canada has an abundance of freshwater, marine and coastal areas that are ecologically diverse and economically significant. Fisheries and Oceans Canada and the Canadian Coast Guard manage Canada’s fisheries and safeguard its waters by:

■ sustainably managing fisheries and aquaculture.
■ working with fishers, coastal and Indigenous communities to enable their continued prosperity from fish and seafood
■ ensuring that Canada’s oceans and other aquatic ecosystems are protected from negative impacts
■ ensuring commercial vessels and recreational boaters can safely navigate our waters
■ being there to save lives and protect our environment when emergencies arise

Fisheries and Oceans Canada and the Canadian Coast Guard work in over 400 locations across Canada on four core responsibilities.

The Regional Director, Science for the Arctic Region, is a new position in a region created in October 2018. The successful candidate will manage the delivery of all science programs in the Arctic Region, including the management of research, related Indigenous engagement and the provision of Science advice. Within the Science programs, there are specific stock assessment, climate change, environmental impact, species at risk and conservation science research programs. The Regional Director, Science will have responsibility for providing scientific support and advice to the Regional Director General to support his obligations for resource management under the Fisheries, Oceans and other Acts in the Arctic Region. This includes the management of the development and co-development of ecosystem based research programs, incorporation of culturally appropriate Indigenous knowledge for science planning and research, and provision of science advice to departmental managers and co-management boards. The Regional Director, Science, will also be responsible for ensuring that Arctic science activities conducted by DFO staff based in other DFO Regions are managed through Service Delivery Agreements to meet Arctic Regional priorities; and negotiating the transition, as appropriate, of these activities to report to the Arctic Region. All Science programs require active collaboration with other Departmental regions, other federal departments, Indigenous organizations, Academic partners, Territorial and Provincial Government representatives, and stakeholders.

Work environment

The work environment consists of managing a large group of highly motivated, experienced and capable research scientists, biologists and support staff with the intention of providing peer reviewed research and advice to support complex resource management decisions, both regionally and nationally. In addition, the Regional Director, Science will ensure that culturally appropriate Indigenous knowledge is incorporated to support science planning and research. The staff will be managed over a number of locations across the Arctic and southern Canada. The work environment also includes relatively complex financial and human resources portfolios.

ESSENTIAL EDUCATION:

■ The employer-approved alternative for the SE classification is an acceptable master’s or bachelor’s degree coupled with acceptable research, training and experience. The degree must be from a recognized post-secondary institution and in scientific fields and specialties related to the duties of the position. The training and experience must clearly demonstrate the ability to do personal research of doctoral degree calibre.
■ Graduation with an acceptable doctoral degree from a recognized post-secondary institution in a field of the natural sciences related to the duties of the position (such as fish or wildlife biology, ecology, environmental science, or toxicology) or an employer-approved alternative.

Degree equivalency

ESSENTIAL EXPERIENCE:

■ Significant* experience leading natural resource management programs or projects.

■ Experience in providing expert science-based advice and strategic recommendations and briefings to senior management.

■ Experience in establishing and maintaining strategic partnerships with a variety of internal and external stakeholders such as federal government departments and agencies, Indigenous communities, Academic institutions as well as other levels of government.

■ Significant* experience in managing human** and financial*** resources.


(*): Significant experience is understood to mean the breadth and depth of the experience by performing a broad range of various related activities over a cumulative period of at least two (2) full years.
