• Plans, organizes and leads assigned work of a technical nature and monitors laboratory experiments, field investigations and theoretical studies to evaluate characteristics of the electromagnetic fields (e.g. radiation pattern, power density, E-field, H-field, time-domain waveforms and frequency spectra of signals) in the near and far zones of antennas and other electromagnetic radiation emitting devices; plans, organizes and leads or supports projects; determines extent of analysis and tests; acts as a lead expert, provides guidance, reviews/edits reports for thoroughness, accuracy of data and validity of conclusions.
• Performs complex engineering research, analysis, interpretation and evaluation of scientific information and data, draws conclusions and prepares scientific reports; contributes expertise to more complex projects, determines approaches to resolve problems and prepares detailed reports.
• Provides engineering and technical expertise on hazard identification, exposure assessment or testing of devices that emits electromagnetic fields; applies/develops procedures and device characterization methods; advises on device radiation safety regulations and standards.
• Interprets and analyzes complex scientific and engineering research, and regulatory information, in order to formulate advice on incorporation of international standards and guidelines requirements to recommend risk management strategies to management and stakeholders.
• Provides recommendations and oversees the commissioning of scientific instruments and laboratory equipment and recommends equipment upgrades necessary for the characterization of electromagnetic radiation emitting devices (e.g. radio transmitting antennas, mobile phones, devices for wireless power transfer, implantable medical devices) in the radiofrequency and low frequency ranges.
• Establishes and maintains a consultative network to collaborate on joint projects, promotes scientific cooperation, shares and exchanges information with other work unit staff, Directorate staff, management, regional inspectors, and representatives from provincial and federal agencies, certification bodies, and industry.
• Liaise with industry representatives and other external contacts to share information, discuss safety issues, and gather radiation emission characteristics data on devices that emits electromagnetic fields, and industry trends and developments.
• Participates, contributes to, and represents the department on national and international standard committees involved in scientific research, guidelines development and focused on establishing meaningful current standards that can be measured and evaluated for adherence and compliance.
• Maintains awareness of emerging trends, development and knowledge in the field of engineering, more specifically in electromagnetic field propagation and characterization and of relevant evolving technologies.
• Provides professional engineering guidance, support and training to technical staff and junior engineers.

The intent of the process is to staff one indeterminate EN-ENG-04 position in the NCR where the employee will be required to physically go into the work building and work in a laboratory setting upon operational needs.
As a result, a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level.

EDUCATION
Graduation with a degree from a recognized post-secondary institution in electrical engineering or some other engineering specialty relevant to the duties of the position.
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE
• *Significant experience planning, designing, conducting laboratory experiments, field investigations or theoretical studies to evaluate radiofrequency electromagnetic radiation characteristics and exposures.
• *Significant experience interpreting and analysing complex scientific information and research data in order to assess radiofrequency radiation emitting devices and their safety level.
• Experience measuring, interpreting and analysing time-domain waveforms and frequency spectra of signals such as those produced by radio-communication equipment in accordance with the related communication protocols.
*Significant is defined as having the depth and breadth of experience that would normally be acquired over a period of at least five (5) years.
ASSET QUALIFICATIONS
EDUCATION:
Masters or Doctorate degree from a recognized university in electrical engineering, or some other engineering specialty relevant to the duties of the position.
EXPERIENCE:
• Experience in authorship of published or unpublished reports, papers, plans, or other scientific communication.
• Experience in coordinating laboratory activities supporting a regulatory, scientific or certification program.
• Experience applying principles of radiation protection and risk assessment to support the management of risks from devices and equipment emitting electromagnetic fields, including radiofrequency and low frequency ranges.
• Experience in representing government or organizations in international fora (e.g. World Health Organization, International Electrotechnical Commission, Institute of Electrical and Electronics Engineers).
• Experience using relevant electromagnetic simulation software for designing and simulating electronic products such as antennas, filters, passive or active radiofrequency circuits.
KNOWLEDGE
• Knowledge of key international standards/guidelines and professional organizations involved in the assessment and management of risks from radiofrequency radiation emitting devices.
• Knowledge of radiation protection principles and practices.
