The Canada Energy Regulator works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Reporting to the Vice President, the Director, Financial Management & Reporting is committed to the vision, objectives and goals of the CER and the Performance & Results Business Unit. The Director assists the CER in meeting its mandate through the activities of the team (which includes the Financial Management Group and the Corporate Reporting Group). In this position, they also fulfil the role of Deputy Chief Financial Officer, responsible for the duties of the Chief Financial Officer in his absence.
The Director is accountable for the success of a team and for the performance of these individuals. The Director ensures that team members are aligned with and work toward the strategic vision of the Business Unit and the CER as a whole. The Director ensures that internal measures of quality are met. They achieve team excellence through communicating, measuring, and discussing team and individual performance expectations, service standards and competency requirements, personal coaching and guiding of team members, encouraging team cohesion, fostering team development and morale, building partnerships with other teams within and beyond the Business Unit, and by encouraging communication with all levels in the organization. The Director facilitates processes, solves problems, recommends changes in policy, procedures and guidelines affecting how work is done, and continuously reviews processes for potential improvements.
The Director manages financial resources to accomplish team results and manages the human resources activities of the team including recruitment, development, managing team schedules and workload priorities, and external contracts.
Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Graduation with a degree from a recognized university with a specialization in a related discipline such as accounting, finance, business administration, commerce or economics.
Occupational Certification: One of the following recognized professional accounting designations: Chartered Accountant (CA), Certified General Accountant (CGA), Certified Management Accountant (CMA) or Chartered Professional Accountant (CPA).
Experience:
E1 Recent or significant experience directly managing human, financial, and materiel resources.
E2 Experience in synthesizing information from multiple sources to provide insights, advice and/or recommendations, and in contributing to and preparing analysis and written materials, including correspondence, presentations, and reports.
E3 Experience in providing strategic analysis, advice, and recommendations to senior management.
E4 Recent or significant experience leading complex projects and initiatives that demonstrate project management strength, process improvement, organizational outcomes in at least two of the following areas in Finance Services - Financial Management Advisory Services, Budgeting, Corporate Accounting, Accounting Operations, or another financial specialization.
E5 Experience in managing relationships and coordinating or exchanging information between organizations or stakeholders.
Note: For the purposes of this process, significant means over five years of substantively more progressive and complex responsibilities. Recent is defined as having recent enough experience that the candidate is familiar with the latest practices and developments and is competent to take on the role with very little direction, typically acquired within the last 1-5 years (approximately).

AQ1 Graduation with a Master’s degree from a recognized post-secondary institution in Business Administration (MBA) or other field relevant to the position being staffed (i.e. economics, statistics, etc.).
AQ2 An additional recognized professional accounting designations such as: Chartered Financial Analyst (CFA), Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA).
AQ3 Possession of a Certified Cost Estimator or a Certified Cost Professional designation from a reputable certifying or licensing body in Canada.
AQ4 Recent experience in the development or application of management systems.
AQ5 Significant and recent experience in development and implementation of processes.
AQ6 Experience in leading the selection and prioritization of initiatives or projects aligned to organizational outcomes and priorities.
AQ7 Experience in the development and conducting of audits.

1. The CER has a classification system that differs from the greater public service. This NEB-12 position is similar to an EX-01 and in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she/they does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2020, NEB-12, $118,338 to $143,979
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
