Due to Covid-19, our teams work virtually from home using the latest technologies to stay connected. Work from a remote location may be possible depending on the position to be staffed and following approval by the manager.
The immediate need is to staff five (5) positions at Indigenous Services Canada in Gatineau, QC.
A pool of partially or fully qualified candidates may be established to staff similar or identical positions within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs (CIRNA) in various locations, with various linguistic profiles (English essential, French or English Essential, BBB/BBB) and/or requirement as well as tenures (indeterminate, deployment, acting, specified period, assignment, secondment) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.

EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed or *acceptable combination of education, training and/or experience.
NOTES:
• Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
• It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
• At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
ESSENTIAL EXPERIENCE:
EXP1. Experience developing technical specifications or models for the design, development, configuration, integration or enhancement of IT Solutions in order to meet business requirements
EXP2. Experience delivering IT Solutions using any of the following: Object Oriented Programming languages (E.G VB .NET, C#, Java), Dynamics 365, Microsoft Power Platform (Power Apps, Power Automate)
EXP3. Experience performing testing and quality assurance related activities.
PROFESSIONAL CERTIFICATION:
Information Technology Infrastructure Library (ITIL) Foundation certification.
EXPERIENCE:
AEXP1. Experience in systems development or maintenance using C#, VB .NET or Java
AEXP2. Experience in Dynamics 365 or Microsoft Power Platform
AEXP3. Experience in system development or maintenance of systems using Android or Apple iOS
AEXP4. Experience in the support and maintenance of COTS products such as Teamsite, CCM Enterprise, Ringtail, etc.
AEXP5. Experience working in a team environment using an Iterative or Agile development methodology
AEXP6. Experience in using UML tools (ex. Sparx Enterprise Architect, MS Visio)
AEXP7. Experience in developing SQL (Structured Query Language) or PL/SQL code
English or French

Various assessment tools may be used, such as, standardized tests, interviews, references, board member knowledge, etc.
Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

Depending on the number of applicants, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
