Duties

The Department of National Defence (DND) buys a wide range of Military Equipment from Defence Industry suppliers. To that effect, the DND Technical Inspectors assume the role of Quality Assurance Representatives, providing Government Quality Assurance services at assigned Defence Industry contractor locations to gain assurance and confidence that military equipment will be supplied in accordance with contract requirements.

The work of a DND Quality Assurance Representative includes:
- Evaluating assigned Defence contractor quality management systems against standards such as ISO 9001:2015;
- Evaluating risk information and planning appropriate quality assurance surveillance;
- Performing quality auditing activities; witnessing equipment testing;
- Identifying and informing the contractor of non-compliance, assessing contractor responses and monitoring corrective action taken;
- Reviewing Certificate of Conformance and release documents;
- Providing technical, engineering, and materiel management support to National Defence Headquarters Equipment Management Program clients;
- Providing support to clients for military equipment undergoing repair & overhaul at assigned contractor locations; and
- Arranging Government Quality Assurance for product or services contracted outside Canada.

The material group (ADM MAT) has more than 4,000 Civilian and Military employees.

The success of the Canadian Armed Forces is intimately linked to the work accomplished by the Materiel Group. We are looking for eligible university/college graduates to take part in our Officer Development Program (ODP).

The Technical Inspector Stream of the Materiel Acquisition and Support Officer Development Program is an entry level program where trainees start at the TI-03 group and level. During the program, trainees complete two developmental phases that consist of a variety of courses, tasks and on the job training. It is an On-The-Job training program with hands on experience enabling trainees to demonstrate the required skills and knowledge to be promoted to the next classification level/pay incentive. Once trainees have successfully completed all developmental phases they are ready to graduate from the program and move on to a career within the Department of National Defence as a Quality Assurance Representative (technical inspector).

As a civilian employee within the Materiel Group, you will be an essential part of the Defence Team. The department fosters a work environment where employees have opportunities to grow, to learn, to progress in their career and have long term job satisfaction.

The TI stream consists of two phases; each phase is normally twelve months in
duration, depending on individual performance, availability of training and completion of work assignments. Trainees are required to complete a number of courses in the areas of Environmental Awareness, Process Audits, and so much more! Upon successful completion of phase 1, trainees are promoted to the TI-04 level for the second and last phase of the program. Upon successful completion of phase 2, comes graduation and trainees are brought into the regular workforce in an establishment position at the TI-05 level.

Intent of the process

A pool of partially qualified candidates may be established through this process to staff identical or similar positions within the Department of National Defence, whose tenures, language proficiencies and security profiles could vary depending on the position being staffed.

EDUCATION:
- Graduation by 30 June 2021 with a diploma from a recognized postsecondary institution in a Technology program of a minimum 2 years in duration such as: Electrical, Electronics, Aerospace, Mechanical, Maritime, Software or Industrial Engineering Technology.

OPERATIONAL REQUIREMENTS:
- May occasionally be required to work overtime.
- May be required to travel across Canada and internationally by various means of transportation.
- May be required to travel to military bases in Canada for extended tasks.
- May be required and agree to regularly travelling to contractors’ facilities.
- May be required to wear protective clothing as they might be exposed to regular plant hazards such as but not limited to: radiation and nuclear material, volatile fumes, operating machinery, vehicular traffic, noise, fumes, heat and cold.

Conditions of employment

Reliability Status security clearance - Note: All trainees must attain and maintain a Level II (Secret) security clearance prior to graduating from the Program. Failure to do so may result in removal from the program.
- Candidates appointed from outside the federal public service will be on probation for the duration of the program.
- Trainee must hold a valid driver’s license.
