The Canada Energy Regulator works to keep energy moving safely across the country. Accountable to the Director of Emergency Management and Security in Field Operations, the Regulatory Compliance Officer (ICS) position will be responsible to work from the CER office in Calgary, AB.
As an experienced Regulatory Compliance Officer, the duties will include:
1. Providing technical and operational expertise in the area of cyber security with Industrial Control Systems.
2. Assessing and promoting regulatory compliance with security program requirements.
3. Conducting compliance verification activities including information exchange meetings, compliance screenings, implementation assessment meetings, inspections, and audits.
4. Assessing security program, processes and procedures by reviewing company documents and compliance history; preparing and issuing reports, including follow-up requirements.
5. Assisting with the assessment of applications, including plans and manuals submitted as part of an application.
6. Providing coaching, training and assessment of inspection staff.
7. Cultivating and maintaining strong stakeholder relationships.
8. Providing leadership and advanced level advice to CER staff with respect to technical security matters related to the construction and operations of pipelines.
9. Responding to/or supporting the CER response to incidents on CER-regulated facilities.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Certificate in Cyber Security and/or other field related to the duties of the position from a recognized institution.
Experience:
E1 Experience providing technical and operational support in the area of cyber security with Industrial Control Systems, also referred to as Operations Technology (OT) which includes Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS) in the energy sector.
E2 Experience with cyber security risk practices and their application.
E3 Experience in presenting cyber security analysis and advice orally and in written formats.
E4 Experience in liaising with various stakeholders with regard to cyber security for industrial control systems.

Asset Qualifications:
AQ1 Specialized expertise in development, implementation, maintenance and improvement of industrial control systems in the energy industry as it applies to cyber security
AQ2 Advanced knowledge (demonstrated through certifications, designations or other means) of:
• Industrial control and information technology systems in the energy industry
• Pipeline operation, oil and gas exploration and production activities
AQ3 Knowledge of cyber security best practices, risk management practices and standards
AQ4 Advanced understanding of cyber security threats and vulnerabilities
AQ5 Advanced knowledge and experience in implementing company security programs in the energy sector
1) Willingness to undergo, successfully pass and maintain a secret status security clearance.

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This position is similar to an EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.
2. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2020, $98,696 to $120,082
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
6. Terms of Employment: This position has been allocated and applies to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
