Intent of the process

This is an anticipatory staffing process designed to create a pool of qualified candidates. The pool of qualified candidates may be used to staff future permanent and/or temporary vacancies within the Royal Canadian Mounted Police in Edmonton, Alberta.

The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

EDUCATION

• A secondary school diploma or an acceptable combination of education, training and/or experience*.
* Proof of education and/or training will be required prior to appointment.

Degree equivalency

EXPERIENCE

• Experience in leading, coaching and/or mentoring a team.
• Experience in providing advice and guidance to Senior Management** regarding interpretation of legislation, regulations and/or policies.
• Experience using Microsoft Excel, Word and Outlook.
• Experience providing service and/or liaising with internal and/or external clients.
• Experience using or maintaining a database.

**Senior Management is defined as EX minus 1 and above OR officer level RCMP Member.

ABILITIES AND SKILLS

• Ability to communicate effectively in writing.

EXPERIENCE

• Experience in the provision of administrative, financial and operational support services in a police environment.
• Experience in employee supervision such as assigning work, scheduling, monitoring performance, completing performance agreements in PSPM, and/or including supervision of employees in remote worksites.
• Experience in Human Resource Planning such as conducting or participating in staffing processes, conducting salary forecasts, or other human resource exercises for a unit or program.
• Experience in project management, such as initiating, planning, executing and/or managing initiatives or projects to achieve specific deliverables.
• Knowledge of the Financial Administration Act (FAA).
• Experience monitoring financial transactions in a financial system such as SAP or Oracle.
• Recent*** experience using PROS with End User Certification.

***Recent experience signifies having performed these duties within the last 2 years.

OPERATIONAL REQUIREMENTS

• Willingness and ability to work in a busy police environment including exposure to unsettling and/or graphic material.
• Willingness and ability to work overtime as required.
• Willingness and ability to maintain a valid driver's license.
• Willingness and ability to travel for work and/or training purposes using various modes of transportation, including owned or leased government transport, commercial and light aircraft, up to and including remote locations

Conditions of employment

• RCMP security clearance

Successful applicants will be required to obtain and maintain an RCMP Security Clearance throughout their employment. Positions filled may have security clearance requirements at the following levels: RCMP Enhanced Reliability Status, Secret, or Top Secret. This requires a security/reliability interview and a field investigation in matters of criminal activities, credit/finances, education, employment, references, etc.
