When completing the screening questions, candidates must clearly demonstrate, using clear and concrete examples, how they meet essential and asset qualifications.
PRE-SCREENING QUESTIONS: As part of your application, you must complete pre-screening questions.
FOR EACH CRITERION/QUESTION, please provide the following MANDATORY information:
1 - Name of the organization where the experience was acquired.
2 - Title of the position occupied and duration for which you exercised the functions.
3 - Specific details of tasks, projects or accomplishments demonstrating the experience was acquired.
The answers provided to the screening questions will be the main source of information used to evaluate applicants. Failure to provide complete answers may result in job applications being screened out from further consideration in this process. Applicants will not be solicited for incomplete or possible missing information. The CV and responses to screening questions may also be used by the selection board to evaluate ability to communicate effectively in writing.
"Asset qualifications" could be used either at the screening phase or to determine which candidate will be appointed. Therefore, if candidates meet the asset qualifications, they should also describe in the related screening questions how they meet these qualifications using detailed and concrete examples.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.*
*Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE
E1. Significant* experience in developing written analysis or advice on policy or advocacy issues with at least one year specifically on human rights issues
E2. Significant* experience in providing recommendations to senior management on policy issues
E3. Experience building and maintaining collaborative working relationships and/or partnerships with stakeholders, experts or counterparts in external organizations. This could include academia, other Commissions or oversight bodies, industry or employer organizations, government, parliament, non-governmental organizations, advocacy organizations, rights holders, Indigenous stakeholders, or civil society
E4. Experience in representing an organization at consultations, conferences, symposia, parliamentary committees, roundtables or meetings
*Significant experience means a depth and breadth of experience normally acquired in the course of approximately two (2) or more years

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset (desirable) criteria and/or organizational needs may also be applied at the screening stage.
