The Library Manager leads:
• the Canadian Agriculture Library (CAL) in the provision of department-wide information research services and resources, and
• the National Capital Region (NCR) Mail Services team, which provides a full range of mail services for AAFC.
Formally established in 1910, the Canadian Agriculture Library (CAL) has built a substantial collection on agricultural and food sciences. The Library supports scientific research, program delivery, and broader Government of Canada initiatives such as Open Science. The Library is responsible for providing:
• advice and guidance regarding the evolution and delivery of library services;
• collaboration with other federal libraries and networks; and,
• library client services, including expert research services, access to information resources, and advice and training in the use of library services and resources.
The Library provides information services to Agriculture and Agri-Food Canada (AAFC), the Canadian Food Inspection Agency (CFIA), other organizations in the agriculture portfolio and the general public.
As Library Manager, you will:
• Lead a team of 35-40 to plan and deliver AAFC’s national library program via libraries in Ottawa and St. Hyacinthe as well as virtually across Canada. The library team includes Information Services (expert research services and training) and Library Operations (systems, acquisitions, collections and e-resource management, and mail services).
• Lead the development and evolution of library services in a modern digital environment.
• Monitor trends, prepare reports, and advise and consult senior management and clients/stakeholders on issues affecting library and mail services.
• Represent AAFC and/or lead inter-departmental work groups, partnerships, and committees, including the Federal Science Library Network (FSLN), to establish networks, share information, and participate in joint initiatives.
• Provide strategic direction for the Library’s outreach and promotional activities to raise awareness at all levels and optimize the Library’s ability to deliver value.
• Establish and negotiate resource and budget requirements; manage contracts, service level agreements and memoranda of understanding; ensure IT systems are in place; manage material, financial and human resources for the Library and NCR Mail Services; and, monitor and evaluate service delivery.

EDUCATION
Graduation from a recognized post-secondary institution with a master’s degree in library science or in library and information science;
OR
Graduation from a recognized post-secondary institution with a bachelor’s degree in library science or in library and information science for which another bachelor’s degree was a prerequisite.

EXPERIENCE
Significant* experience in the management and delivery of library services.
Significant* experience in managing human resources and financial resources.
Experience in developing and implementing strategic and operational plans and policies in a library environment.
Experience in transforming library or IM services towards digital practices and technologies.
Experience in developing and maintaining collaborative relationships with partners, clients and/or stakeholders in order to implement change or projects.
Experience providing strategic advice to senior management**.
*Significant experience is understood to mean the depth and breadth normally associated with having performed activities related to this task for approximately two (2) years.
**Senior management is defined as Director or Chief Librarian level or above, or private sector equivalent.
EDUCATION
Graduation with a bachelor’s or master’s degree from a recognized post-secondary institution in a scientific discipline related to the position (such as biology, agronomy, environmental science, or any other relevant program).
EXPERIENCE
Experience supervising a team of 10 or more with a budget of over $1 million.
Experience in the provision of library services in a federal, provincial, or territorial government environment.
Experience in participating in interdepartmental or intergovernmental committees/working groups on matters related to library or information management.
Experience providing library services in a science environment.
Bilingual - Imperative (CBC/CBC)
