The Meteorological Service of Canada is a branch within ECCC responsible for monitoring atmospheric conditions, providing weather forecasts and alerting Canadians to severe weather. The Policy and Partnerships division operates as the core strategic interface with other government departments, provinces and territories and international, bilateral and multilateral partnerships, providing leadership for policy, planning and international affairs.
The intent of this selection process is to indeterminately staff two EC-03 positions as a part of the Policy Analyst Professional Development Program (EC) in the Meteorological Service of Canada.
A pool of qualified candidates may be created and may be used to staff identical Policy Analyst Professional Development Program (EC) positions at ECCC within various locations across Canada and with various linguistic profiles and requirements, security requirements and tenures.

If employees of the core public administration who already occupy positions as indeterminate EC-03 are selected within this process, deployments may be considered first.

Your résumé.
Candidates must clearly explain in detail how they meet the essential and asset experience qualifications by indicating HOW (clearly explain your duties), WHEN and for HOW LONG (date and length of time in months or years), and WHERE (employer and geographic location) this experience was acquired. One approach is to write one or two paragraphs demonstrating, with clear and accurate details, how you meet the criteria. A person may be appointed to the position without meeting any or all of the asset qualifications; however, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
Education
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. A specialization achieved through coursework is defined as at least 3 semester-based courses (or an equivalent of one year-long course and one course of regular length). The specialization may also be obtained through an acceptable combination of education, training and/or experience.
(E1) Experience: writing reports and synthesizing information.
(E2) Experience: conducting research and analysis in relation to policies, strategies, or programs.
(E3) Experience: in providing input into or preparing briefing notes, reports, memoranda or presentations in a professional setting.
Note: Professional setting experience also includes volunteer, research or internship positions (paid or unpaid).
(E4) Experience: working on a project in the workplace that involves a collaborative process.

ASSET QUALIFICATIONS
(AED1) A masters degree or PhD from a recognized post-secondary institution.
(AED2) Completed post-secondary coursework on atmospheric science, weather, water quantity, ice, climate, and/or air quality.
(AEXP1) Experience in preparing research or analysis on policy issues related to atmospheric science, weather, water quantity, ice, climate, and/or air quality.
(AEXP2) Experience in working or volunteering for an organization that engages in atmospheric science, weather, water quantity, ice, climate, and/or air quality monitoring.
Security: Various security clearances, depending on the position being staffed: Reliability or Secret
Willing and able to travel
Willing and able to work overtime on short notice
