Duties

Summary of Duties for All Positions:
The Director is accountable for the success of their team and for the performance of each individual on the team. The Director ensures that their team is aligned with and advancing the CER’s strategic priorities. The Director provides strategic policy, communications, engagement, governance, and issues management advice and recommendations to senior management, the CEO, the Commission, and the Board of Directors. The Director ensures that internal quality measures are met.

The Director manages financial resources effectively and in accordance with their delegated authority to accomplish results and manages the human resources activities for their team including recruitment, development, managing team schedules and workload priorities, and external contracts. The Director achieves team excellence through communicating, measuring and discussing team and individual performance expectations, personal coaching, encouraging team cohesion, fostering team development and morale, and building partnerships with other teams across the CER.

The Director thrives in a high-paced environment and is adaptable to changing priorities. The Director facilitates processes, solves problems, recommends changes in policy and approaches affecting how work is done, and continuously seeks potential improvements.

The Director may act for the Vice President in their absence.

Additional Summary of Duties specific to the position(s) in Energy Adjudication:
Reporting to the Vice President, Energy Adjudication, the Director is committed to assisting the CER in meeting its mandate through the activities of the Energy Adjudication Business Unit and their team. This includes, providing advice and decision support to the Commission and staff, completing analysis of energy issues, planning and executing projects for regulatory improvement, and providing expert information and analysis to internal and external stakeholders of the CER. A high degree of perspective, judgment, diplomacy and negotiation skills are required in this position.

Additional Summary of Duties specific to the position(s) in System Operations:
Reporting to the Vice President, System Operations, the Director leads and helps shape the CER’s safety and environmental oversight work to assist the CER in meeting its mandate. The Director is responsible for providing relevant and high quality analysis and advice in strategic planning, corporate and the Business Unit projects and initiatives, and external interactions. The Director is also responsible for planning and executing complex projects for safety and environmental oversight improvement, establishing internal and external strategic relationships, and identifying key issues, researching and evaluating relevant data, information and divergent opinions, and developing strategy (ies) to accomplish goals and objectives. A high degree of perspective, judgment, diplomacy and negotiation skills are required in this position.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

E1. Significant and recent experience in regulatory, business or policy issues in the energy sector, specifically with issues related to Canadian federal or provincial regulatory activities.

E2. Significant and recent experience in providing strategic advice, briefings and recommendations to senior management (e.g., Vice President or above), Commission or Board of Directors.

E3. Experience in the management of complex projects or work units involving the efforts of several people.

E4. Recent experience in directly managing human, financial or material resources.

AQ1 Experience providing analysis or advice to a regulatory commission.

AQ2 Experience in research, analysis, and provision of policy advice and recommendations on energy matters.

AQ3 Experience leading selection and prioritization of initiatives or projects aligned to organizational outcomes and priorities.

AQ4 Significant and recent experience in technical, industry or regulatory issues related to construction or operation of hydrocarbon transmission pipelines.


The following asset criteria may be used for the Director Tolls and Tariffs Compliance in Energy Adjudication:

AQ5 Experience using expert level knowledge of energy supply or markets in North America and abroad, energy economics, and energy analysis to provide advice to senior management.

AQ6 A graduate degree related to the position; or a professional accounting or financial designation such as CFA or CPA; or a professional designation relevant to the position.


The following asset criteria may be used for the position(s) in System Operations:

AQ7 A post-graduate degree related to the position (e.g. Engineering, Safety Management, Sciences).

AQ8 Significant and recent experience in technical, industry and/or regulatory issues related to construction, maintenance or operation of hydrocarbon transmission pipelines and/or facilities.

AQ9 Experience working outside of the public sector within the natural resources industry (e.g., for a private company or non-profit).

1. The CER has a classification system that differs from the greater public service. This NEB-12 position is similar to an EX-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective 1 November 2020 NEB-12, $118,338 to $143,979

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments

6. Terms of Employment: These positions have been allocated and apply to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
