Duties

The Operations team : responsible for managing and delivering various Conservation and Protection operational programs (air and sea surveillance, At-Sea Observer program and dockside monitoring, Fishing Vessel Monitoring System, etc.)

The Policy and Regulations team : responsible for coordinating and implementing various legislative aspects for Conservation and Protection (liaison with prosecutors, legal advice, legal training, opening and closing of fishing areas, etc.), managing and coordinating national programs (Aquatic Invasive Species Program, Fish Habitat Management Program, Aquaculture Program, etc.) and developing regulations and policies.

The Program Support team (recruitment, training and standards) : responsible for recruiting and training fishery officers, acquiring and maintaining equipment, ensuring that conditions of employment for fishery officers are maintained, occupational health and safety, staffing, operational planning and budgeting, accountability reporting, and providing management and the other teams with support to carry out their various mandates.

Intent of the process

A Program Officer (PM-04) position on the operations team needs to be staffed in fall 2021.

The intent is to staff other Program Officer (PM-04) and Senior Program Officer (PM-05) positions at the regional office in Quebec City. However, depending on circumstances, some selected candidates may be required to work from one of the DFO offices across the Quebec Region.

The anticipated positions are on the three support teams at Conservation and Protection regional headquarters (see « Duties » section).

Successful completion of the Fishery Officer Career Progression Program (FOCPP) or comparable training in law enforcement.

Experience in project management, in particular managing projects throughout their lifecycle.

Experience interpreting and analyzing acts, regulations, directives and policies.

Professional experience of at least 12 months in a related field of work.***

Experience carrying out major criminal investigations and/or prosecutions.

Experience or training in information systems technology.

Experience managing and developing information management practices.

Experience with geospatial data and mapping applications (GIS).

***Experience in a related field of work:
- Renewable/natural resources and habitat management: water management, forest management, wildlife management, fisheries management, habitat management, ecosystems management and environment protection.
- Enforcement: Experience enforcing legislation or bylaws (issuing of tickets and/or filing charges, appearing in court) with a law enforcement organization or security agency.
- Fishing industry: Experience in commercial or Indigenous fishing or aquaculture, dockside monitoring, at sea monitoring, or a related field (does not include recreational fishing for personal use).
- Law: Experience in law or in the drafting of legislation, regulations or policies, or in a related field.
