Duties

A policy analyst in the Regulatory Affairs Section of Legislative and Regulatory Affairs Directorate provides analysis, advice and guidance to all ECCC programs in the development and approval of these regulatory initiatives. With an average of over 100 regulatory initiatives in development every year, the work environment in the Regulatory Affairs Section is fast-paced and exciting. Analysts have several files they support at a given time, and are in turn supported by an extraordinary team and a manager who has recently been awarded with the departmental Inspiration Award.

Stream 1 (EC-03)
The EC-03 Policy analyst position supports experienced regulatory teams at ECCC on files that are often standard regulatory amendments that are more routine in nature. This provides an opportunity for the individual to learn, and to support more senior staff on the complex files. The EC-03 Policy Analyst will also assist on various yearly projects such as the annual count of administrative burden of regulatory requirements and the Regulatory Stock Review plan.

Stream 2 a) (EC-04)
The EC-04 Policy analyst position supports moderate to experienced regulatory teams at ECCC on files that are more routine in nature, and on files that require more complex analysis and support. This provides an opportunity for the individual to learn, and to work with more senior staff on the more complex files. The EC-04 Policy Analyst will also be asked to lead on projects such as developing the departmental Forward Regulatory Pan.

A policy analyst in the Legislative Governance Division of Legislative and Regulatory Affairs Directorate provides analysis and guidance to all ECCC programs in regards to the development of new legislation or amendments to existing legislation. ECCC’s statutes are the backbone of our mandate and programs. We are results-driven policy wonks passionate about making meaningful contributions to the Department’s mandate through our environmental laws. Stream 2 b) (EC-04)
The EC-04 legislative policy analyst in the Legislative Governance Division supports:
• the development of proposals for new legislation or amendments to existing legislation in collaboration with relevant ECCC programs or other federal departments;
• the drafting of the new legislation or amendments to existing legislation ;
• the resulting bill through the parliamentary process; and,
• the development of advice on Private Members’ Bills and relevant reforms led by other departments that impact the environment.

The EC-04 legislative policy analyst in the Legislative Governance Division is also expected to develop and maintain expert-level knowledge of ECCC laws or other environmentally related federal statutes and conduct research on existing, emerging and crosscutting legislative policy issues.

Intent of the process

The immediate need is to staff five (5) positions on an indeterminate basis with a bilingual imperative BBB/BBB language profile. A pool of partially qualified candidates may be established and used to staff similar positions with various tenures and different security and language requirments.

ED1.Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.

Stream 2 b) (EC-04):
ED2. For legislative-related positions, in addition to meeting the minimum standard above, the candidate must also have the specialization in law.

Note applicable for all streams:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EX1. Experience contributing to or writing materials such as briefing materials, reports, presentations, discussion papers or memoranda.
EX2. Experience conducting research and analysis in relation to policies, strategies or programs.
