Foreign Service Officers have a long tradition of service to Canada. Migration Officers have been working abroad since the mid-19th century.
Since that time, the society and economy of Canada have radically changed. Globalization is now a reality, bringing with it an unprecedented movement of people.
Today, the work of Migration Foreign Service Officers is more diversified and challenging than ever. Migration Foreign Service Officers continue to work in complex, high volume, fast-paced environments where the core of work is rendering decisions on temporary resident, permanent resident, and refugee applications.
Officers need to acquire in-depth knowledge of complex legislation and demonstrate the skills and leadership competencies required for representing Canada’s interests abroad.
A Migration Foreign Service Officer spends approximately two-thirds of their career overseas delivering IRCC’s migration program and participating in application processing, risk assessment, engagement, and migration diplomacy activities. The majority of assignments are in overseas locations where day-to-day life can be very different - and often more challenging - than in Canada (such as in the Philippines, India, Turkey, Senegal, Mexico and China). Migration Foreign Service Officer positions are fully rotational, meaning that officers are required to change assignments every 2-4 years at the employer’s discretion. It is important to take these factors into consideration as Migration Foreign Service Officer careers are both rewarding and challenging.

EDUCATION
ED.1 Bachelor’s degree from a recognized post-secondary institution.*
*A "recognized post-secondary institution" is a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
Candidates must have a bachelor’s degree from a recognized post-secondary institution at the time of application.
Candidates with foreign credentials will be required to show proof of Canadian equivalency.
EXPERIENCE
EX1. Experience working effectively with others to achieve a common goal.
EX2. Experience providing service OR support to others under challenging circumstances.

OPERATIONAL REQUIREMENTS

Bilingual - Imperative (CCC/CCC)
🚩 Candidates must meet all essential qualifications including the official language CCC/CCC proficiency requirements in both official languages in order to be appointed to the Foreign Service Development Program (FSDP).
🔰 Selected candidates who meet the essential qualifications, except the official language proficiency requirements, may be hired on an "ab initio" status, meaning the candidate is not an employee under the Public Service Employment Act.
"Ab initio" hires will undergo full-time paid language training for a maximum of 2,270 hours. They will be eligible to be appointed to the Foreign Service Development Program (FSDP) ONLY if they successfully complete their language training (i.e. if they obtain the required level (CCC/CCC) on their official language tests). If they are not successful, they will not be retained and will therefore be eliminated from this process.
⚠️ If you have limited or no prior knowledge of your second official language, please select ‘beginner’ on your application when prompted to indicate your level of proficiency. The system will not allow you to submit your application to this process if you select "none".

** Test of Reasoning Unsupervised Internet Test (UIT) will be used as first step in a two-step assessment process to assess the Analytical Thinking competency.
ASSET QUALIFICATIONS

ASSET EXPERIENCE
AEX1. Experience working OR studying abroad.
AEX2. Experience volunteering in a diverse environment.
AEX3. Proficiency in a foreign language relevant to the IRCC mandate.
AEX4. Experience writing detailed reports in a work environment.
AEX5. Experience preparing AND delivering presentations to the public.
AEX6. Experience using social media within a professional context.
AEX7. Experience in conducting big data analysis.
COE1. Top Secret Security Clearance.
COE2. Rotationality – Able and willing to be posted abroad and/or in Canada at any time and at the request of the employer.
COE3. Able and willing to travel.
Applicants must complete the Public Service Entrance Exam: Test of Reasoning Unsupervised Internet Test (UIT) as part of the screening for this selection process. This test assesses reasoning and problem solving ability. You will have 90 minutes to complete the test. You must complete the test before you submit your application for this position.
