WHAT POSITIONS ARE AVAILABLE?

There are several positions to be filled including Administrative roles (AS-01/02/03), Emergency and Preparedness Response Officers (AS-04/05), Program Officers (PM-02/03/04), Policy Analysts (EC-05), Public Health Officers (EC-05/06 and NU-CHN-05), Junior Assessment Officers (PM-02), Health Assessment Officers/Paramedics/RPNs/LPNs (EG-04), Quarantine Officers/Nurses (NU-CHN-03/04) and Nurse Supervisors/Team Leads (NU-CHN-05/06) and Assessment Officers/Supervisors/Coordinators/Managers for Land & Air ports of entry and Designated Quarantine Facilities (PM-04/05/06). For these positions, in addition to your salary, you are also entitled to an Isolated Post Allowance (IPA) and Vacation Travel Assistance (VTA) (links to the IPA and VTA are provided under Work Environment section). Intent of the process

The intent of this inventory is to have a pool of interested and/or qualified candidates for current and future needs within PHAC’s Whitehorse, Yellowknife or Iqaluit offices. This poster has been established for multiple positions to streamline the process. Applications will be accepted as long as this poster is active.

PHAC will periodically review the applications received and contact applicants selected to complete a screening questionnaire to determine if they meet the screening criteria for the position they are applying for. It is therefore important for candidates to apply as soon as possible as the first review may occur as of August 23, 2021.

EMERGENCY AND PREPAREDNESS RESPONSE OFFICERS (AS-04/05)

POLICY ANALYSTS (EC-05) + PUBLIC HEALTH OFFICERS (EC-05/06)
•Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note 1: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may be obtained through an acceptable combination of education, training and/or experience.

Note 2: An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated above is deemed to meet this minimum educational standard based on their education, training and/or experience.

HEALTH ASSESSMENT OFFICERS/PARAMEDICS/RPNS/LPNS (EG-04)
•Successful completion of recognized education program in paramedicine at the primary care paramedic program.
•Successful completion of a Practical Nursing (RPN) or Licensed Practical Nurse (LPN) Diploma Program.
•Eligibility for the title of Licensed Practical Nurse or Paramedic Ambulance Technician or any other title related to paramedical services in a province or territory of Canada.

QUARANTINE OFFICERS/NURSES (NU-CHN-03/04) + PUBLIC HEALTH OFFICER NURSE (NU-CHN-05) + NURSE SUPERVISORS/TEAM LEADS (NU-CHN-05/06)
•Occupational Certification: Eligibility for registration as a registered nurse in a province or territory of Canada.

ADMINISTRATIVE ROLES (AS-01/02/03) – annual rates of pay from $54,878 to $65,887 + IPA + VTA
• Manage a Director’s agenda, answer general inquiries and redirect requests based on subject and urgency.
• Track requests and the status of outstanding issues.
• Coordinate the provision of administrative services for general office management.
• Coordinate and prepare correspondence related to financial, administrative, human resources and contract information and requirements.
• Provide financial administrative support for the Budget Management Cycle.
• Input financial data, invoices and cost recoveries, reconciliation of data between various systems, reports and accounting records.

JUNIOR PROGRAM OFFICERS/PROGRAM OFFICERS/SENIOR PROGRAM OFFICERS (PM-02/03/04) – annual rates of pay from $61,152 to $77,368 + IPA + VTA
• Support innovative and meaningful community-based programming addressing a wide range of public health issues.
• Participate in multi-sector initiatives with diverse partners and stakeholders.
• Leverage the Public Health Agency of Canada’s resources and expertise as you engage and collaborate with people with lived experience, communities, governments, researchers and Public Health Champions.

EMERGENCY AND PREPAREDNESS RESPONSE OFFICER (AS-04/05) – annual rates of pay from $71,599 to $92,412 + IPA + VTA
• Assist in the planning, coordination, analysis and delivery of integrated multi-partner Regional Emergency preparedness and response plans, programs, services and training for the federal health portfolio.
• Respond to incidents, gathers situational awareness that contributes to plans and protocols while working in an environment that requires juggling of multiple priorities that are dynamic and changing.

POLICY ANALYST (EC-05) – annual rates of pay from $88,618 to $101,999 + IPA + VTA
• Provide identification, monitoring, analysis, advice and information briefings on policy issues of a complex cross-cutting or horizontal nature.
• Provide liaison and coordination services to support senior policy analysts and senior management in sound decision-making.
• Represent the organization at departmental and interdepartmental meetings.

PUBLIC HEALTH OFFICER (EC-05) – annual rates of pay from $88,618 to $101,999 + IPA + VTA
Plans, conducts and co-ordinates surveillance and/or epidemiologic research and analyses involving multi-disciplinary teams; analyses results of research and surveillance to assess impact on policy, programs initiatives and strategic plans; drafts and disseminates reports to stakeholders and prepares data/statistics and information for briefings, presentations, responses to Ministerial enquiries, the media and the public; provides advice and recommendations to senior researchers, senior epidemiologists and PHAC staff on epidemiological issues, trends and approaches to contribute to the decision-making process; contributes to the development of collaborative working relationships with partners and stakeholders, writes and publishes scientific papers.

PUBLIC HEALTH OFFICER (EC-06) – annual rates of pay from $100,121 to $116,116 + IPA + VTA
Plans, manages and co-ordinates surveillance and/or epidemiologic research and analyses involving multi-disciplinary teams; leads project teams in the conduct of surveillance and research; critically evaluates scientific evidence to develop recommendations to support evidenced-based decision making and strategic planning; drafts briefings, presentations and responses for PHAC executives, the media and the public; fosters collaborative working relationships with partners and stakeholders to develop mechanisms and procedures to manage research projects, surveillance and risk assessment activities; represents the branch/Agency in national and international settings; gathers and disseminates information and scientific evidence to stakeholders and researchers, writes and publishes scientific papers.

PUBLIC HEALTH OFFICER NURSE (NU-CHN-05) – annual rates of pay from $87,540 to $103,221 + IPA + VTA
Support capacity needs efforts across Canada. Apply principles and knowledge of the disease process in the management and control of communicable diseases. Plans, conducts and co-ordinates public health promotion initiatives, involving multi-disciplinary teams; drafts and disseminates reports to stakeholders and prepares reports and guidelines for public health promotion, guidance and decision making. Provides advice and recommendations to placement site officials, senior epidemiologists and PHAC staff. Act as the Public Health Agency of Canada’s representative in the jurisdiction, engage and work collaboratively with partners from a variety of organizations. Ensure that all public health literature, notices to the public, posters, alerts, etc. are clearly posted and implemented.

JUNIOR ASSESSMENT OFFICER (PM-02) – annual rates of pay from $61,152 to $65,887 + IPA + VTA
• Support the enforcement of the Quarantine Act, in support of Canada's response to COVID-19.
• Greet travelers at the Canadian border, assess whether their quarantine plan or state of health requires further assessment by a quarantine officer.
• Screen for signs and symptoms of COVID-19.
• Communicate basic information on travelers' obligations for their quarantine.
• Facilitate the search for solutions in the development of their quarantine plans for travelers, when necessary.
• Provide information, advice and support to partners at entry points.
• Assist with the ArriveCan App.

HEALTH ASSESSMENT OFFICERS/PARAMEDICS/RPNs/LPNs (EG-04) – annual rates of pay from $63,720 to $77,523 + IPA + VTA
• Screen, assess, monitor and refer incoming travellers for the purpose of mitigating the risk of introduction and spread of communicable diseases that pose significant public health implications in Canada, through the application of various border and health, biosecurity practices (i.e., health promotion, health prevention, pandemic and other preparedness and response, surveillance and data analysis), in coordination with health portfolio partners and partners in multi-jurisdictions.

QUARANTINE OFFICERS/NURSES (NU-CHN-03/04) – annual rates of pay from $80,906 to $97,384 + IPA + VTA
• Perform health assessments of international travellers and make determinations on the risk to public health.
• Apply principles and knowledge of the disease process in the management and control of communicable diseases.
• Work with colleagues and managers to support effective communication and case management.
• Act as the Public Health Agency of Canada’s representative to network, engage and work collaboratively with partners from a variety of organizations to permit and support effective application of the Quarantine Act and to achieve other Agency goals.
• Work with stakeholders to create change within the travelling public in support of health promotion.
• Ensure that all public health literature, notices to the public, posters, alerts, etc. are clearly posted and implemented.

NURSE SUPERVISORS/TEAM LEADS (NU-CHN-05/06) – annual rates of pay from $87,540 to $110,738 + IPA + VTA
• Assess the health status of travellers and apply principles and practices of disease management and control.
• Identify signs and symptoms of COVID-19.
• Attend to medical needs (such as prescription renewal, ensuring appropriate diet for medical needs) and arrange external medical services for urgent or important needs.
• Support travellers in receiving psychosocial support as required.
• Support application of health promotion principles in ensuring traveller well-being.
• Nurses, acting as PHAC representatives, would work with a range of stakeholders and partners in coordinating activities, ensuring effective communication and management. They would ensure documentation of all passenger information required while maintaining confidentiality and comply with the code of behaviour, ethics and practice.

ASSESSMENT OFFICERS/SUPERVISORS/COORDINATORS/MANAGERS FOR LAND & AIR PORTS OF ENTRY AND DESIGNATED QUARANTINE FACILITIES (PM-04/05/06) - annual rates of pay from $71,599 to $114,592 + IPA + VTA

Air: Positions supporting the Agency’s regional COVID-19 land point of entry (LPOE) test centres, provide facilities oversight, coordinate logistical operations, and liaise with key internal and external partners, including but not limited to: Canadian Red Cross, Canada’s Border Services Agency and Security partners. As PHAC’s main lead on the ground for the voluntary COVID test sites, provide sound advice and make recommendations on site management functions and border testing operations. These positions require completion of mandatory screening officer training.

Land: These positions oversee operations such as supervising or managing a team, overseeing onboarding, scheduling and training staff; and engaging with key stakeholders at the airport (CBSA, Airport Authorities, Police, First Responders etc.).

DQF: These positions are responsible for managing the day-to-day operation of the DQF (such as coordinating the intake and discharge of travelers, ordering meals, replenishing supplies, verifying invoices, and ensuring the health and safety of travelers); providing oversight for safety protocols for staff, contractors and travelers; managing staff including staffing, scheduling, training, performance management, etc.; and coordinating with partners and stakeholders such as police, security, EMS and mental health services and working with the DQF Management Team to prepare and respond to emergencies like building evacuation and other events that may disrupt the operations of the DQF.

For the PM-04-06 positions, experience in planning, coordinating and managing projects, gathering, assessing and analyzing information, and working with a diverse range of stakeholders would be essential.
