Duties

As a Senior Business Officer with a focus on community economic development, you will be challenged to connect with people and develop creative approaches to economic development in Alberta.

You will build effective and equitable partnerships with community stakeholders to enhance awareness of federal funding programs. You will engage communities and stakeholders using technology, social media, and in-person methods of communication, then work collaboratively with community members to develop solutions at the local level. Supporting community members to implement these solutions will be critical, and working with them to develop community capacity will be an important part of your role.

WD offices are open environments with well-regulated air quality, ergonomic sit- stand workstations, and a combination of natural and fluorescent lighting. The physical demands of this position include spending a significant amount of screen time on a computer or equivalent, as well as reading documents in digital and/or print media. This role will also involve meeting with stakeholders virtually by video or telephone, and in-person as COVID-19 public health measures allow.

Intent of the process

The intent is to staff 2 indeterminate positions.

A pool of qualified candidates (fully assessed or partially assessed) will be established and may be used to staff similar positions at this group and level. This process may be used for various positions and tenures (including but not limited to term and indeterminate appointments, internal assignments, secondments, deployments, acting appointments, casual) as well as various locations, security requirements, language requirements and conditions of employment. The pool of qualified candidates may also be shared and accessed with other federal government departments.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.
Notes:
• Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group.

• At the manager’s discretion, an acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

Experience:

*Significant experience supporting community economic development through development or assessment of project proposals, applications for funding or business plans;

*Significant experience developing and sustaining collaborative working relationships with internal and external stakeholders to advance economic development initiatives or projects to deal with complex** issues;

*Significant experience working with, engaging and/or presenting to diverse stakeholder groups;

Providing strategic advice and recommendations to senior management including the preparation of briefing notes.

*Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of five years.

**Complex issues are defined as policy or project issues that are ambiguous, poorly defined, and require input, expertise, and analysis from multiple sectors, organizations, or disciplines.

ASSET QUALIFICATIONS
Education:
• Graduation with a master’s degree from a recognized post-secondary institution with a specialization in a field related to the position.

Degree equivalency

Experience:
• Experience supporting the economic inclusion of Indigenous communities and other underrepresented groups.

• Experience with the development and/or implementation of tourism related projects.

• Experience in implementing or developing initiatives under government funding programs.

• Experience assessing or preparing financial claims or budget proposals for government funding.

• Experience in development and/or implementation of projects that build business capacity and resiliency within rural and remote communities.
