Duties

Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada’s real property expert. We are actively looking for motivated and energetic engineers with a background in project management who are eager to work in a professional and dynamic organization. As a member of the Science and Parliamentary Infrastructure Branch, you will be responsible for managing all aspects of project development and delivery and will be supervising the work of teams in the planning, design, construction, commissioning and evaluation of assigned engineering projects.

Intent of the process

A pool of partially qualified candidates may be established through this process to staff same or similar positions for future vacancies of various tenures within the Department of Public Services and Procurement Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, industrial engineering or some other engineering specialty relevant to the duties of the position, and recognition as a Professional Engineer in Canada.

*Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant qualification standard.

Degree equivalency

Experience

1. Extensive* experience in managing at least 2 complex** real property projects related to construction of multi-disciplinary engineering assets. This consists from the planning to the delivery of projects including procurement processes and contracts for architectural, engineering and construction related services in an environment of competing demands.
2. Extensive* experience in providing strategic project management advice and briefings to clients, stakeholders and senior management.
3. Extensive* experience in managing human resources.***
4. Extensive* experience in managing financial resources.****

Definitions:

*Extensive experience is defined as having at least 10 years of relevant experience within the last 25 years.

**Complex projects must include all of the following characteristics: at least 3 stakeholder parties requiring specific governance and organized communications, multi-disciplinary project scope in an industrial environment (mechanical, electrical and civil engineering disciplines being predominant), total project value of $50 million or more.

***Human resources management is defined as leading and managing staff. Applicants must provide metrics and indicate the number of subordinate staff they lead/supervised. Examples of managing human resources include: developing work plans, assigning work priorities, setting performance objectives and performance indicators to measure results, conducting performance management through provision of feedback, management of non-performers and determining training and development needs to support talent management.

****Financial resources management is defined as managing a budget with full delegation. Applicants must also indicate the size of the budget they managed. Examples of managing financial resources include: making recommendations related to sound financial forecasting, planning, budget allocation and reporting.
