This process may be used to establish a pool of candidates to staff similar positions at an identical or equivalent group and level with an official language proficiency of Bilingual Imperative CBC/CBC, various security profiles (Secret and Reliability), various tenures (Indeterminate, Temporary) at Immigration, Refugees and Citizenship Canada.

EDUCATION
ED. Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum postsecondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE
EX1. Significant* and recent** experience in supporting complex*** IT business systems.
EX2. Significant* and recent** experience representing a work unit and making recommendations, orally and in writing, to management on the resolution of project or operational issues.
*Significant is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately three (3) years.
**Recent is defined as the experience normally acquired within the last five (5) years.
***Complex is defined as having at least one (1) of the following factors:
a) Geographically distributed across more than one province and/or country.
b) Large (2000+) user base.
c) A requirement for high availability and high reliability (24/7 system and 98% availability).
d) A diverse set of technologies that includes real-time data exchanges across multiple systems.

- Agile Certification
- Project Management Professional (PMP) and/or Prince 2
- Information Technology Service Management (ITSM)
- Cloud Certifications (Amazon, MS, etc.)
EXPERIENCE
AEX1. Significant* and recent** experience in estimating timelines and work effort for application development or implementation of technical solutions.
AEX2. Significant* and recent** experience in leading the development or the implementation or support of IT systems.
AEX3. Significant* and recent** experience in leading IT teams composed of multi-disciplinary staff and contractors.
AEX4. Experience in working with Immigration, Refugees and Citizenship Canada (IRCC)’s systems, such as the Global Case Management System (GCMS), the Canadian passport issuing system (IRIS), the Canadian Immigration Biometric Identification System (CIBIDS), the Grants and Contributions System (GCS) and the Government of Canada’s official Electronic Document and Records Management Solution (GCDocs) to deliver IT services.
AEX5. Experience in assigning work and/or supervising staff, including students.
AEX6. Experience in Systems Development Life Cycle in IT projects.

KNOWLEDGE

If your application is screened in, you will be invited to complete an online exam, and an interview, followed by a reference check.
An email may be sent to candidates in order to verify their asset qualifications.
Step 3 of the assessment process – LANGUAGE ASSESSMENT
Since you are being considered for a bilingual position, Second Language Evaluation (SLE) may be conducted.
Please note that SLE is an essential qualification. It will be administered upon appointment using the Public Service Commission’s (PSC) SLE tests. STEP 4 of the assessment process - SECURITY CLEARANCE
The hiring department is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you must provide residence information for the last ten (10) years.
The process may involve reference inquiries, verification of qualifications, criminal records checks, credit checks (if required) and fingerprints.
Acknowledgment of receipt of applications will not be sent; we will contact candidates when the screening process is completed.
