The current intent of this process is to staff anticipatory PC-03 and BI-03 positions in the offices of the Canadian Wildlife Service in Atlantic Canada. A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment), and/or security requirements (reliability or secret) within Environment and Climate Change Canada.
This process has been designed to have two (2) different job streams in one advertisement. The two streams are:
► Stream 1 : Conservation Specialist (PC-03)
► Stream 2 : Biologist (BI-03)

► EXPERIENCES - BOTH STREAMS:
✔ EX1. Experience leading and implementing habitat conservation, species at risk or migratory birds programs, projects or initiatives.
✔ EX2. Experience analyzing, interpreting and communicating information or data to advise decision makers on ecosystem or species conservation issues.
✔ EX3. Experience coordinating, or participating on, multi-jurisdictional or multi-disciplinary teams or partnerships focused on wildlife conservation initiatives.

ESSENTIEL QUALIFICATIONS
► Education - Stream 1 - Conservation Specialist
ED1: Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
► Education - Stream 2 - Biologist
ED2: Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.
Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
► Knowledge - Common to both streams
• K1. Knowledge of biology and ecology as they apply to the conservation of species at risk, migratory birds and their habitats.
► Abilities - Common to both streams:
• A1. Ability to communicate effectively orally.
• A2. Ability to communicate effectively in writing.
• A3. Ability to set and manage priorities and workload to attain program results.

ASSET QUALIFICATION - EDUCATION (Both Streams)
AED1: Master’s degree or above from a recognized university institution, with an acceptable specialization in a field relevant to the position
ASSET QUALIFICATIONS - EXPERIENCES (Both Streams)

• AEX1: Experience with wetland habitat conservation, restoration and management, evaluation, or inventory.
• AEX2: Experience mitigating the impacts of climate change through Green House Gas reduction or carbon sequestration using natural ecosystems.
• AXE3: Experience building and maintaining partnerships.
• AXE4: Experience engaging with and working within various traditional knowledge-keeping and sharing practices among Indigenous communities in Canada (i.e. Métis, Inuit or First Nations).
• AEX5: Experience managing information and data.
• AEX6a: Experience using geographic information systems.
• AEX6b: Experience using random forest classifier and Landsat, ALOS1-PALSAR, or RadarSat-2 data to map wetlands.
• AEX7: Experience managing real property.
• AEX8: Experience working on marine conservation issues.
• AEX9: Experience working on marine protected areas.
• AEX10: Experience developing and providing briefings and presentations to senior management that include program and policy advice and recommendations.
• AEX11: Experience applying environmental or conservation laws and policies, to licenses, permits, or environmental or impact assessments.
• AEX12: Experience facilitating group processes, or engaging with a diversity of audiences.
• AEX13: Experience leading consultations.
• AEX14: Experience supervising staff.
• AEX15: Experience banding waterfowl or other birds.
• AEX16: Experience in conducting aerial surveys for waterfowl.
• AEX17: Experience with establishing harvest regulations for migratory game birds.

A pass mark will be established for each qualification. However, achieving the pass mark is not guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cutoff score and a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
