Intent of the process

A pool of qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures (determinate period or indeterminate), various linguistic requirements, language requirements (English Essential, French Essential, English or French Essential and Bilingual) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.)), various security requirements, various conditions of employment and for various locations.

Current opportunities are located in the National Capital Region, however, remote work from other locations within Canada may be considered.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

Recent* and significant** experience in developing and providing strategic advice or complex*** policy analysis, and recommendations to senior management**** on complex*** and high-profile***** issues.

Recent* and significant** experience in planning, conducting, or managing policy initiatives, programs, or projects.

Recent* and significant** experience in representing departmental or government interests and positions with: a) other departments or governments; and b) internal or external stakeholders.

Recent* and significant** experience in leading the preparation of policy documents for senior management****, including briefing notes, PowerPoint presentations, Memoranda to Cabinet, Treasury Board submissions and ministerial correspondence.

Significant** experience representing the Government of Canada in engagements with international organizations, or with the private sector internationally.

Significant** experience in establishing and maintaining effective partnerships with various stakeholders including industry, Canadian government departments, provincial governments, non-governmental agencies, or Indigenous groups.

*Recent is defined as: Within the last five years.
**Significant is defined as the depth, breadth and complexity of experience normally acquired with having performed work, as part of the regular duties of the candidate, in a similar role for a period of at least three years.
***Complex issues involve high-level analysis, multiple stakeholders and linkages, wide ranging implications on different aspects of a sector, and the integration of information.
****Senior management is defined as: Executive level e.g. Director, Director General, Assistant Deputy Minister, Deputy Minister, Minister or equivalents.
