Duties

• Regional Chief, Security; You will be overseeing the implementation and integration of policies, programs and initiatives to strengthen the Region’s security of its information, assets, services and people. This is to ensure that they are aligned with the departmental security officer’s (DSO) priorities; the departmental security plan (DSP), and the Government Security Policy.

• Regional Chief, Accommodations and Material: You will be overseeing accommodation planning and project management, low dollar value (LDV) material contracting and professional services contracting, LDV procurement, fleet management, material life cycle management and surplus assets disposal services, parking administration, telecommunications administration and related advice for the Region.

• Senior Regional Information Management Officer; You will provide strategic advice and expertise in the analysis, development, adjustment, monitoring and reporting of a Regional Information Management (IM) program including the planning and coordination of related strategies and plans, the monitoring and measurement of business rules, protocols and best practices with regards to IM information holdings and security levels attached to information products of all Regional Directorates.

Intent of the process

This process will serve to staff a variety of supervisory positions in the Corporate Services branch within Public Services Procurement Canada in the following disciplines:
• Stream 1: Regional Chief, Security;
• Stream 2: Regional Chief, Accommodations and Material:
• Stream 3: Senior Regional Information Management Officer;
The immediate need is to staff the Regional Chief Accommodation’s and Material and Senior Regional Information Management Officer positions in Edmonton.
As a result of this process, a pool of partially or fully qualified candidates will be established to staff similar or identical positions with various linguistic and security profiles within Public Services Procurement Canada. Persons employed by the federal government of Canada whose substantive group and level are at the above mentioned or equivalent group and level may be considered first.
On a case-by-case basis, a telework arrangement could be considered. Please note that IT equipment (laptop, monitor, keyboard and/or mouse etc.) would be provided.

Degree equivalency

Essential Experience:

EX1: Experience* in supervising human resources (minimum 1 year of performance management)
EX2: Experience* in managing a budget (including forecasting and reporting)
EX3: Experience* in at least two (2) of the following: gathering, analyzing and/or reporting on complex** information from multiple sources

Notes:
* Experience is defined as the depth and breadth normally associated with having performed a broad range of various complex activities which would usually be gained within a one year period.
** Complex issues are issues with at least two (2) of the following characteristics: sensitive, confidential, affecting many partners or stakeholders, have an impact on operational service delivery. Candidates need to clearly demonstrate the complexity.

Successful completion of two (2) years of a post-secondary program from a recognized post-secondary institution with specialization in a field related to the position to be staffed.

Asset Experience:

AEX1: Experience in providing advice and recommendations to clients and senior management* (in writing and in person)
AEX2: Experience in strategic planning and/or implementing initiatives in Security Operations;
AEX3: Experience in strategic planning and/or implementing initiatives in Accommodations
AEX4: Experience in strategic planning and/or implementing initiatives in Material Management;
AEX5: Experience in strategic planning and/or implementing initiatives in Information Management.
AEX6: Recent** and significant*** experience in using an enterprise wide information system such as:
• Security Management System ie. OLISS or other
• Information Management System ie. GCDocs, EDRM, RDIMs, OpenText, or other
• Financial Management Information System ie. Sigma, System, Applications and Products (SAP), or other
• Human Resource Management System ie. My GCHR, PeopleSoft or other

* Senior management is defined as Director or equivalent level or higher.
**Recent experience is acquired within the last five (5) years
***Significant is defined as the depth and breadth of the experience normally associated with having performed a broad range of related activities in the field over a two-year period or greater.
