Duties

The Financial Consumer Agency of Canada is looking for two dynamic and experienced leaders to join its HR management team. The Agency’s first in-house HR team began to take shape in 2018. Since then, we’ve grown from a team of 6 to a branch of 21, reporting to the Commissioner.

The Manager, HR Operations, reports to the Chief Human Resources Officer, and oversees the division responsible for providing portfolio services (such as staffing and employee relations), as well as organizational design and classification services. The Agency is growing with dozens of vacancies to fill and is implementing the most significant realignment in its history. The HR Ops team includes three seasoned Senior HR Portfolio Advisors and two Senior Classification Advisors, as well as three HR assistants and a coordinator who support this work. They have never been more in demand, and we need an experienced manager to help guide their efforts to modernize recruitment and enhance service delivery.

The Manager, HR Programs and Policies, reports to the newly created position of Director, HR Programs and Policies, and oversees the design and implementation of the Agency’s broad range of corporate HR programs and policies. The Programs team includes three Senior HR Advisors, specialists in fields such as awards and recognition, performance management, learning and development, official languages, employment equity, mental health and wellness, employee relations and values and ethics, as well as a coordinator who supports their work. Most HR programs at the Agency are in their infancy. We are looking for a manager with a wealth of program development and implementation experience to help guide this work.

Work environment

FCAC is a small separate agency established by the Financial Consumer Agency of Canada Act and subject to the Public Service Employment Act (PSEA). We offer the same pension and benefits plans as the core public administration. Education for both positions:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Degree equivalency

Essential experience for both positions:
E1 – Significant* experience providing strategic advice and guidance to management on complex HR issues;
E2 – Significant* experience in developing and maintaining strong relationships with internal and external stakeholders and partners;

Manager, HR Operations - additional essential experience:
E3 – At least 3 years of experience within the past 5 years managing a team of HR professionals providing staffing/resourcing and employee relations services; and,
E4 – Experience in leading the development and implementation of innovative recruitment strategies.

Manager, HR Programs and Policies - additional essential experience:
E5 – At least 1 year of experience within the past 5 years managing a multidisciplinary team of HR professionals;
E6 – Significant* experience managing human resources programs in at least 3 of the following disciplines: awards and recognition, performance management, learning and development, employment equity, official languages, mental health and wellness, occupational health and safety, employee relations, values and ethics; and,
E7 - Significant* experience in writing HR policy instruments.

* Significant refers to the breadth, depth, complexity, and diversity of files/issues and the level of autonomy dealing with these files/issues normally associated with having performed such activities over the course of approximately 3 years.

Asset qualifications for both positions:
AE1 – Experience in providing human resources advice and services in an unrepresented environment;
AE2 – Experience in HR data analytics; and,
AE3 – Experience in HR planning.

Manager, HR Operations - additional asset qualification:
AE4 – Experience in managing a classification program using the Hay Guide Chart Profile Method of job evaluation.
