The Royal Canadian Mounted Police IM/IT organization is growing and as part of our HR strategy we are looking for experienced IM/IT Professionals at the CS-05 level to help deliver our Digital Policing Strategy (DPS). The focus of the DPS is on the use of digital services to connect the RCMP to the communities we serve. We are focused on ensuring that our employees are supported with the information that is increasingly becoming the essence of policing to deliver justice and public safety.
Our IM/IT Professionals develop and support key technologies that:
• Protect citizens from cyber fraud
• Disrupt organized crime and human trafficking
• Coordinate investigations for missing persons
• Pursue online predators who exploit children
• Provide scientific and technical support and new technologies to enhance investigative abilities
• Improve the efficiencies of our forensics program

As a technology leader, you will be supporting our current technology capabilities while championing new digital solutions that improve policing operations. You will have the opportunity to apply new technologies such as; Artificial Intelligence (AI), Data Analytics, Cloud, User Experience, Research & Development.
** IM/IT positions are mainly located at 1200 Vanier Parkway, Ottawa, Ontario, however please note that full-time virtual work is the current preferred working arrangement for the team in light of the challenges presented by COVID-19. Please note, employees might be required to physically go in to the office as some positions are essential and operational.
A pool of candidates will be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with Bilingual Imperative CBC/CBC linguistic profile and various RCMP security clearance profiles.
Depending on the position being staffed, additional qualifications may be required by the hiring manager. Applicants will be provided with the opportunity to submit information relevant to any additional qualifications that may be applied.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.
EXPERIENCE:
• Extensive*** experience in managing Information Management/Information Technology (IM/IT) projects or services.
• Recent* and significant** experience establishing, and maintaining relationships with clients, partners, vendors or stakeholders to advance strategic and business initiatives.
• Significant** experience in the provision of strategic advice and recommendations to executives (at the Director level or above) on complex (1) IM/IT issues.
• Experience in analyzing and formulating solutions with respect to IT Project Management, IT Operations, IT Service Management or IT Strategies and Planning.
• Significant** experience in managing human (2) and financial (3) resources.
Definitions:
* Recent is defined as experience gained in the last five (5) years.
** Significant experience refers to the depth and breadth of the experience associated with having performed a broad range of various, complex related activities normally gained through the performance of the duties for a period of approximately three (3) years in a managerial role or above.
*** Extensive is defined as depth and breadth of experience associated with the performance of those duties for a period of approximately five (5) years on a full time basis.
(1) Complex is defined as issues having at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many clients, partners or stakeholders, precedent setting, having a major impact on the public service;
(2) Human Resources Management is defined as supervision of staff including resource planning, staffing, assigning and managing work, assessing and managing performance, developing and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
(3) Financial Management: Candidates must show evidence of managing and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they directly managed as well as the length of time.
ASSET QUALIFICATIONS
EDUCATION:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffe
CERTIFICATION:
• Recognized professional certifications such as; Project Management Certification (PMP, Prince II, etc.), Information Technology Infrastructure Library (ITIL), Business Analysis Professional (CBAP) designation, etc.
EXPERIENCE:
• Experience in delivering a major projects ($20M+) that are transformational with horizontal linkages to other government departments or levels of government or large organizations.
• Experience leading and providing 24/7 support of mission critical applications and services
• Experience designing and delivering services using an agile approach (discovery, alpha, beta and live) centered on user needs through the process.
• Experience leading large and complex IT projects requiring the development, or integration and implementation of custom solutions, such as; Commercial off the shelf (COTS) solutions, Software as a Service (SaaS), or Platform as a Service (PaaS) or Infrastructure as a Service (IaaS).
• Experience in managing Cyber and Information Security Services or Infrastructure.
• Experience implementing and supporting enterprise digital workplace productivity suites and platforms.
• Experience implementing and supporting the configuration, deployment and adoption of Cloud technologies.
• Experience with the planning, negotiating and management of service level arrangements and cost recovery agreements with various stakeholders.
• Experience in leading the delivery of enterprise ITSM Processes, such as; Incident Management, Request Fulfillment or Service Desk, Event Management, Change Management, or Service Asset and Configuration Management.
