Intent of the process

The intent is to staff two(2) positions on an indeterminate basis located in Gatineau, Qc with the Audit and Evaluation sector at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). If you are found qualified and opportunities become available, you could be considered to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada with various locations, linguistic profiles, requirement as well as tenures and/or the security clearance, which may vary according to the position being staffed.

EDUCATION:

A degree* from a recognized post secondary institution** with acceptable specialization in accounting, finance, business administration, commerce, economics or an acceptable combination of education, training and experience relevant to the position.

*The term “degree” refers to a baccalaureate as established by educational authorities.

**A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

EXPERIENCE:

Significant* and recent* experience in managing all phases (planning, conducting and reporting) of internal audits** or consulting** projects.

Significant* and recent* experience in preparing written materials (such as audit reports, presentations or briefing notes) for Management*** and presenting to Management*** in briefings.

Significant* and recent* experience in assessing risk, for internal audit purposes, that reflects multiple factors, including the considerations of Senior Management**** or the Audit Committee.

Experience in managing human resources.

* Significant experience is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of approximately two (2) years.

Recent is defined as within approximately the last five (5) years.

**Internal audit and consulting projects that conform to the guidance from the Institute of Internal Auditors (IIA).

***Management is defined as positions such as directors or superior or equivalent.

****Senior Management is defined as executive level positions such as director general, assistant deputy minister, vice-president, president or equivalent.

The positions to staff are Bilingual BBB/BBB, CBC/CBC.
The pool could be used to staff positions with various language requirements: Bilingual BBB/BBB, CBC/CBC, CCC/CCC, French essential or English essential.

Knowledge of the Treasury Board Policy on Internal Audit and Directive on Internal Audit.

Knowledge of the Institute of Internal Auditors (IIA) Standards.

ASSET QUALIFICATIONS - EDUCATION:

A recognized professional accounting designation (i.e. CMA, CGA, CA, CPA).

A recognized internal audit certification such as Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Government Auditing Professional (CGAP), Certification in Risk Management Assurance (CRMA).

Degree equivalency

ASSET QUALIFICATIONS - EXPERIENCE:

Experience working on Indigenous issues.

Experience managing and directing the work of external consultants.

CURRENT AND/OR FUTURE ORGANIZATIONAL NEEDS:

Preference may be given to members of the following Employment Equity Groups: Aboriginal persons, visible minorities and persons with disabilities.

OPERATIONAL REQUIREMENTS:

Willingness and ability to travel occasionally within Canada.

Willingness and ability to work overtime on occasion.
