At IRCC, the Information Architecture and Information Management Directorate, as part of the Transformation and Digital Solutions Sector, is leading initiatives to transform the way we work and how we deliver services. Over the next few years, these will include rethinking paper processes through digitization, adopting electronic approvals, implementing a new content services solution to manage our information assets, and reimagining how those information assets are managed to enable better use of data/content analytics and artificial intelligence solutions.

Remote work arrangements may be available and will be determined on a case-by-case basis dependent on operational feasibility at the time of hiring. Intent of the process

This process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies, various security profiles, various tenures (Indeterminate, Temporary) using various staffing mechanisms at Immigration, Refugees and Citizenship Canada. If a pool is established following this staffing process, all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) will be able to use it in order to staff similar positions across Canada.

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

EXPERIENCE
Experience supervising or leading a team to deliver projects or services related to the management of information.
Recent* and significant** experience working in an information management*** (IM) environment with demonstrated experience in the design, delivery or support of IM services or solutions.
Experience coaching and mentoring team members.
Experience providing strategic advice and recommendations to management**** on complex***** IM/IT issues

*Recent experience is defined as experience acquired within the last three (3) years.
**Significant experience is defined as experience normally acquired over a period of two (2) years.
***Information management is a discipline that directs and supports effective and efficient management of information and data in an organization, from planning and systems development to disposal or long-term preservation.
****Management is defined as director and above.

STEP 3 of the assessment process – LANGUAGE ASSESSMENT

Depending on the position being staff, we might have positions with various language requirements, such as: English OR French Essential, English Essential, French Essential, or Bilingual Imperative BBB/BBB or CBC/CBC)

ASSET EDUCATION
Post-secondary degree from a recognized university or diploma in information or records management OR successful completion of a post-graduate degree in a related speciality such as a Master in Library Science, or a Master in Information Management, or a Master's degree in Library and Information Sciences/Studies from a recognized university.

Degree equivalency

ASSET QUALIFICATIONS
Demonstrated passion in information management or leadership through active involvement in communities of practice; or through active participation in groups, committees and non-profit organizations dedicated to the subject; Or teaching in post-secondary institutions, etc.

Experience supervising virtual teams.
Experience using an electronic documents and records management system (examples include OpenText eDocs, OpenText Content Server, Documentum, FileNet, RDIMS, GCdocs, etc) to deliver information management services.
Recent* experience supporting or implementing a collaboration system (examples include SharePoint, MS Teams, etc) as an information management tool to support organizational objectives.

Experience as a member of a project team in at least two (2) of the following areas:
- Cloud-based applications
- Data governance
- Digitization
- Information security
- Access to information / Freedom of information
- Privacy
- Information Architecture and Metadata
- Litigation and Electronic Discovery
- Knowledge management

STEP 5 of the assessment process - SECURITY CLEARANCE

The hiring department is responsible for the Personnel Security Clearance process.

Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you must provide residence information for the last ten (10) years.

The process may involves reference inquiries, verification of qualifications, criminal records checks, credit checks (if required), and fingerprints.
