The Data Analytics Division of the Public Service Commission (PSC) is currently seeking EC-05 candidates for a data analysis position. We develop innovative tools and products to respond to specific user’s needs and to support the PSC senior management and the HR community to make evidence-based decisions with respect to the Public Service staffing system. We develop interactive web visualisations, perform in-depth data analysis and produce various reports on HR and Pay data.

Your typical work would involve:
• Creating interactive web visualizations in HTML/CSS/JS (D3.js)
• Bundling data analysis algorithms to create innovative tools using R, Python and/or SAS
• Integrating information and data from various HR and Pay data sources to guide the PSC’s strategic direction
• Processing and analyzing large amounts of text data (Gc Jobs Job advertisements, survey Comments, etc) to extract and understand the content of the documents.
The preferred candidate would have the following skills (or has the potential to develop them):
• R, Python or SAS programming
• HTML/CSS/JS (D3.JS) programming
• Data analysis techniques
• Extracts, transforms, and manipulates data
• Data interpretation and summarize findings

The intent of the process is to staff an indeterminate position. A pool of qualified candidates may be established through this process to staff identical or similar positions within the Public Service Commission. These positions could be of different tenures.

Your résumé.
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience in data cleaning, data mining and data analysis with tools such as Python, R, SAS, or SQL.
Experience with interactive data visualizations using languages such as R, Python or Javascript/D3.js.
Experience in analyzing and interpreting data and summarizing findings to senior management (Director level or above).
Experience in web applications development.
Experience working with Human Resources Data.
Experience in machine learning.
Experience in natural language processing.
Experience working with the WET (Web Experience Toolkit) and WCAG 2.0 guidelines for accessibility.
Bilingual - Imperative (BBB/BBB)
