Duties

The Manager of Business Services is responsible and accountable for the business analysis, project management, service management and business relationship of IM-IT.

The manager will lead internal and external resources elicit and analyze business opportunities, business needs, business requirements and then provide project management and analysis services to document, test and develop IT solutions, warehouses and processes. The manager will work with the infrastructure manager and development manager to deliver client satisfaction and value-added solutions to internal FCAC and external partners.

The manager will also be responsible for IT portfolio management, strategic partnering and business transition management while collaborating with the appropriate business lines including but not limited to corporate planning. The manager will also be responsible for IT Service Management and ensuring service consistency, proper service management practices and guidelines are implemented while adhering to service delivery standards. The manager will facilitate and participate in all process governance functions and coordinate interactions across Agency services to ensure alignment with priorities and strategic objectives.

Work environment

FCAC is a small separate agency established by the Financial Consumer Agency of Canada Act and subject to the Public Service Employment Act (PSEA). We offer the same pension and benefits plans as the core public administration. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Diploma from a postsecondary* institution in a field relevant to Computer Science or Business Administration.

*Postsecondary is a reference to education subsequent to high school and includes college, CEGEP or university programs

Degree equivalency

An equivalence of approximately three (3) years in the last five (5) years of experience in planning, designing, and delivering IT services;

An equivalence of approximately three (3) years in the last five (5) years of experience in implementing IT best practices within an IT environment;

Recent* experience in human resource management and supervision such as planning, guiding, coordinating and/or evaluating the work of IT employees, consultants and/or project team members;

Recent* experience in providing advice and recommendations to senior management on subjects such as service management, project management and IT Governance;

An equivalence of approximately three (3) years in the last five (5) years of in establishing, and maintaining relationships with clients, partners, vendors or stakeholders to advance strategic and business initiatives;

Recent* experience in the management of projects;

Recent* experience in the implementing service management;

Recent* experience in business relationship management;

Experience in applying knowledge of GOC IM and/or IT directives, Policies, Standards and/or Guidelines;


Experience in applying knowledge of principles, techniques and practices of IT project management and business analysis;

Experience in applying knowledge in IT Best Practices such as: change management, capacity planning, service catalogue management, demand management or IT Portfolio Management;

Experience in developing and maintaining relationships or partnerships with internal stakeholders and other federal government departments and agencies.

*Recent is defined as within the last 5 years
