The Strategic Initiatives Office identifies requirements for new or betterment of existing technology and infrastructure and project management to support programs. Project Officers will analyze requirements and support the development of business cases and rationalization for technical and physical infrastructure supporting programs and provide project management services.
The Indigenous Relations and Partnerships (IRP) and the Reconciliation Unit are programs that establish and maintain nation-to-nation relations and partnerships with Indigenous communities. Senior Advisors provide subject matter expertise and assist in the development of collaborative initiatives for program delivery; establish and maintain effective working relations and partnerships with Indigenous communities, peoples and organizations; and identify opportunities to collaborate with Indigenous peoples on priorities and promote their meaningful participation in CCG programs and services.
The Major Projects Review Unit liaises and works horizontally with CCG sectors, other Federal agencies, Indigenous governments, industry, non-government organizations, international organizations and other interest groups, representing the CCG in Crown Consultations on Major Resource projects such as the Trans Mountain Pipeline Expansion. Senior Program Officers provide subject matter expertise and analysis to senior management; identify potential impacts to program delivery of services and develop strategies and plans to effectively address these impacts in accordance with Government priorities for reconciliation and recognition of Indigenous rights. Other responsibilities include community outreach - promoting and supporting CCG in recruitment, participating in cultural events and coordinate efforts across multi-disciplinary work groups of Indigenous peoples, various levels of government and stakeholders on a various initiatives.

The Transformation, Engagement and Partnerships (TEP) directorate of the Canadian Coast Guard, (CCG) is responsible for:
• Establishing and maintaining relations and partnerships with Indigenous peoples and developing and implementing strategic initiatives and community outreach that support successful delivery of new and existing CCG program services .
• Formulating strategic direction, coordination and development of regional strategies for negotiations, discussions and interactions with Indigenous peoples, establishing strategic initiatives and projects (Including infrastructure) to support delivery of CCG program services.
• Advancing government priorities for reconciliation with Indigenous peoples through initiatives to partner in delivery of on water response such as search and rescue and environmental cleanup of pollutants.
• Working closely with Indigenous Peoples and communities, other federal departments, the Province of BC, municipalities and marine industry as well as a wide range of stakeholders to deliver its programs.
Work in a great location in either Victoria, Vancouver or Prince Rupert, close to parking and public transit. However, due to COVID 19, we are currently working in the comfort of our homes.

A secondary school diploma or an acceptable combination of education, training and/or experience
Significant* experience in one or more of the following; engaging, consulting, negotiating and working horizontally to achieve program, strategy or project objectives, with Indigenous communities or peoples, clients, stakeholders, various levels of government, or special interest groups.
Significant* experience in establishing strategic direction or policy or conducting analysis and preparing materials such as briefing notes, memoranda, reports or presentation decks for senior management.
STREAM ONE: PROJECT OFFICER
Significant* experience preparing work plans or risk analysis, coordinating project implementation, establishing and monitoring scope and schedules, budgets and change management requests.
Experience developing and conducting procurement or contracting strategies.
STREAM TWO: SENIOR ADVISOR
Experience in providing strategic advice on issues related to Indigenous peoples in Canada
*Significant experience is normally associated with broad range of related activities for approximately two years. Include timelines/dates in your experience.
Post-secondary diploma, degree or certificate from a recognized institution in a field related to the duties of the position (For example degree in Indigenous relations, financial designation, negotiation or project management)
Experience in people management
STREAM TWO: SENIOR ADVISOR
Experience in establishing work plans, strategic direction or policy with indigenous communities, people or organizations for the purpose of maintaining relations, partnerships or promoting programs or other collaborative initiatives.
Experience in participating in consultations or negotiations with Indigenous groups and provinces or territories.
Experience in development of contribution agreements or other forms of funding agreements with Indigenous communities or special interest groups
STREAM THREE: SENIOR PROGRAM OFFICER
Experience participating in a federal review process associated with external major resource projects, such as but not limited to, environmental assessment associated with the Impact Assessment Act, marine projects under the auspices of the Navigation Protection Act or The Technical Review Process of Marine Terminal Systems and Transhipment Sites (TERMPOL).
Experience working in a Canadian Coast Guard directorate or operations
