The CRTC is a federal administrative tribunal of about 500 employees that serves Canadians as citizens, creators and consumers, and is committed to providing them with access to a world-class communications system. The CRTC is a division of the Federal Public Administration under the responsibility of the Minister of Canadian Heritage, pursuant to Schedule I-1 of the Financial Administration Act. CRTC’s employees are employees of the public service.
At the CRTC, we engage in a wide range of activities. As part of our role in ensuring Canadians have access to a world-class communications system, we supervise and regulate various services on which we all rely. For example, we work to encourage and enhance competition in telecommunications services, such as Internet broadband and mobile phone. We promote Canadian culture and the development of compelling and diverse content by and for Canadians through the licensing of TV and radio services. We also work to reduce spam, unsolicited telecommunications and other nuisance communications.
INTENT/RESULT OF THIS PROCESS:
This process will be used to staff the above-mentioned position(s).
FULLY QUALIFIED POOL:
A pool of qualified candidates may be established to staff similar positions within the Canadian Radio-television and Telecommunications Commission (CRTC) with various tenures (acting, specified period or indeterminate positions), (acting, specified period or indeterminate positions), various security clearance levels and/or various language requirements.
DEPLOYMENTS MAY BE CONSIDERED:
Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
NON-IMPERATIVE APPOINTMENTS MAY BE CONSIDERED:
The positions to be staffed are bilingual imperative CBC/CBC and CCC/CCC. However, bilingual non-imperative CBC/CBC and CCC/CCC appointments may be considered if we are unable to staff the positions with qualified candidates who meet the CBC/CBC or CCC/CCC language proficiency.

EDUCATION AND/OR OCCUPATION CERTIFICATION:
Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education, training OR experience relevant to the position being filled.
EXPERIENCE:
Recent* AND significant** experience in analyzing AND interpreting legislation, regulations, policies OR trends.
Recent* AND significant** experience in providing strategic advice AND recommendations to Senior Management***.
Recent* AND significant** experience in coordinating a project, leading a project team OR supervising staff.
* Recent experience defined as within the last six (6) years.
** Significant experience defined as experience associated with having performed a broad range of related activities of varied complexity which could normally be acquired over a period of approximately two (2) years.
*** Senior Management is defined as Director, Executive Director, Director General, Assistant Deputy Minister, President, Vice-President, Chief Executive Officer, Senior General Counsel or an equivalent to any of the above.
EDUCATION (ASSET):
Bachelor’s degree with a specialization in accounting, law, finance, business administration, commerce or economics.
Graduation with a Master’s degree from a recognized post-secondary institution relevant to the position being filled.
A recognized accounting designation.
EXPERIENCE (ASSET):
Experience in analyzing AND summarizing complex economic AND financial information, including reports AND statements.
Experience in working with accessibility stakeholders.
Recent* and significant** experience in drafting analysis of quantitative AND
qualitative data/information from multiple sources to develop recommendations for senior management*** OR official publication.
Recent* and significant** experience in conducting mediation and alternative dispute resolution.
Experience conducting or directing investigations (administrative, regulatory or criminal) and/or inspections (searches, or off site compliance monitoring) in the cyber security and/or intelligence sectors.
