Work environment

Shared Services Canada (SSC) is modernizing how the Government of Canada manages its information technology (IT) infrastructure. The Department is mandated to deliver e-mail, data centre and telecommunication services, including videoconferencing and Wi-Fi, to partner organizations.

The Procurement and Vendor Relations directorate enables SSC to follow a strategic sourcing and procurement plan through the centralization of contract administration and the acquisition of IT and other goods and services.

A pool of partially qualified candidates could be established and used to fill identical or similar positions of various lengths, locations, language requirements and conditions of employment within Shared Services Canada (SSC).

EDUCATION

A secondary school diploma or employer-approved alternatives.

Notes:
The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b. Candidates who have been appointed or deployed for an indeterminate period to a position in the PG
classification.

Degree equivalency

EXPERIENCE

E1 : Significant* experience planning, executing, and managing complex procurement services or complex procurement enabling services (for example, business systems; policy advice and development; reporting and analytics; strategic planning,
governance, and training and development).

E2: Experience facilitating discussions to interpret and translate business needs into organizational requirements.

E3: Significant* experience performing a challenge function to ensure clients receive best value and appropriate services.

E4: Significant* experience working collaboratively with various internal and external stakeholders.

Note:
*Experience is considered “significant” in terms of a greater depth, scope, complexity, and duration. Candidates would normally be expected to have developed significant experience with a full-time performance of the duties for a minimum period of three (3) years.

ASSET EXPERIENCE

AE1: Experience performing procurement file reviews or monitoring contracts for goods or services in a quality assurance, quality control or oversight role.

AE2: Experience leading or contributing to the development, review or implementation of procurement policies, guidelines, procedures, or tools.

AE3: Experience leading or contributing to the development of reports related to procurement, including conducting data analysis and presenting the analysis for decision making, trending, and benchmarking.

AE4: Experience in procurement of telecommunication services, satellite services, network services, data centre facilities, software, informatics professional services, servers, mass storage or workplace technology devices.

AE5: Experience developing and delivering training or presentations.

AE6: Experience implementing, managing, or supporting an integrated financial management system or procurement system, such as but not limited to SAP or Procure-to-Pay (P2P).

AE7: Experience leading files associated with Treasury Board submissions.

AE8: Experience developing and/or implementing a method of supply.

AE9: Experience in conducting an Agile procurement process.
