As a Human Resources Advisor, you will be providing services to a dynamic and elaborate organization comprised of more than 18000 employees, 43 correctional institutions, 91 parole offices and 14 community correctional centres across Canada. Intent of the process

The intention is to :

Staff a permanent position in Operational Staffing located in Ottawa, Ontario, Bilingual Imperative BBB/BBB or English Essential.

Staff a permanent position in Classification, place of work according to the place of residence of the qualified candidate, Bilingual Imperative BBB/BBB or English Essential.

Staff a permanent position in HR Planning, Official Languages and Employment Equity located in Abbotsford, BC, English Essential.

Staff a temporary opportunity in HR Planning, Official Languages and Employment Equity located in Laval, Quebec, Bilingual Imperative BBB/BBB.

A partially or fully assessed pool may be established to staff similar positions within Correctional Service Canada with various tenures (permanent or temporary), linguistic profiles, operational requirements and/or conditions of employment.

EDUCATION

Common to all streams:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or in any other field relevant to the work to be performed.

Note: Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.

The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

EXPERIENCE

Common to all streams:

Experience analyzing varied information and data, developing options and providing advice to clients on human resources issues or management issues.

Experience interpreting and applying policies and guidelines that govern human resources management.

Experience writing briefing notes, presentations, reports or other written recommendations to senior management*.

*Senior management is defined at the assistant warden, director, director general, assistant deputy minister, senior official, president, Chief Executive Officer levels or equivalent senior official.

KNOWLEDGE

CLASSIFICATION ONLY (Stream 1):
Knowledge of Public Service of Canada trends, legislation and/or practices in Human Resources Management related to job evaluation and organizational design.

STAFFING ONLY (Stream 2):
Knowledge of Public Service of Canada trends, legislation and/or practices in Human Resources Management related to staffing.

Experience in the research and application of legislation, regulation and policies related to staffing or recruitment.
Experience providing clients with advice, support, and options on Human Resources issues related to staffing or recruitment.
Experience related to HR Programs, such as Official Languages, Employment Equity or HR Planning.
Experience in using information management systems to extract data to provide reports to management (Example: Advanced Excel, Power BI, Human Resources Management System, Org. Publisher, etc.).
